Job Summary
This position manages the day-to-day operations of an accountability court program and reports directly to the Director of Treatment Services. The incumbent supervises program staff and interns, provides professional guidance and support, assists with community outreach initiatives, serve on multidisciplinary teams, provides statistical data for grant reporting, participates in grant applications, and performs related supervisory responsibilities as assigned.
Essential Functions & Responsibilities
• Plan, coordinate, and implement services and activities of the court program.
• Direct and evaluate program operations to ensure compliance with accountability court standards.
• Develop and maintain a comprehensive program plan including philosophy, goals, populations served, and services provided.
• Identify and document objectives and priorities based on participant needs, departmental policies, certification requirements, budget considerations, and agency mission.
• Schedule and lead policy meetings; implement program policies and procedures and routinely monitor compliance.
• Update policies, sanction guidelines, participant handbooks, and policy and procedure manuals as needed.
• Provide oversight for improvements in assessment and placement processes.
• Assign appropriate priority to eligible applicants and refers ineligible applicants to community resources.
• Coordinate referrals and collaboration with other accountability courts and DFCS.
• Conduct LS-CMI assessments to determine program eligibility as needed.
• Attend status review meetings, court sessions, and termination or revocation hearings as required.
• Establish and maintain cooperative working relationships with external agencies and community partners.
• Review completed clinical evaluations for all new referrals prior to program enrollment.
• Create and maintain a high-performance environment characterized by positive leadership and strong team orientation.
• Encourage and facilitate staff development through training and workshop opportunities.
• Monitor contracted treatment providers for compliance with program expectations.
• Facilitate placement of participants into residential treatment as needed.
• Direct drug screening processes and monitor monthly drug screening budgets.
• Oversee client file maintenance and compliance with reporting requirements.
• Manage the on-call phone on nights and weekends.
• Conduct site visits to community programs and monitor use of resources.
• Assist with drug screen collection as needed.
• Schedule graduation speakers as required.
• Provide statistical data for grant reporting and ensure timely submission of required reports.
• Maintain knowledge of current trends and developments and apply relevant updates to program operations.
• Promote and ensure adherence to organizational policies while fostering a culture of accountability.
• Directly supervise two or more full-time employees or the equivalent and is responsible for assigning work, evaluating performance, and directing daily operations.
• Participate in the recruitment, interviewing, selection, and onboarding of staff and interns.
• Make recommendations regarding hiring, promotion, transfer, disciplinary action, and termination of employees; such recommendations are given substantial consideration by management.
• Manage employee performance, including assigning work, setting priorities, approving leave requests, monitoring productivity, and ensuring compliance with organizational standards.
• Initiate, administer and maintain accurate documentation of corrective action, providing coaching, counseling, and performance improvement plans in accordance with organizational policies.
• Resolve employee relations issues and recommend appropriate disciplinary measures consistent with organizational policies and procedures.
• Plan and direct the work of staff, including scheduling, workload distribution, and evaluation of job performance.
• Model expected workplace conduct consistent with organizational policies.
• Evaluate employee performance and behavior, and conduct annual performance evaluations of direct reports in accordance with the organization’s standard annual review cycle, providing feedback and coaching as part of that process.
• Serves as Treatment Services liaison to the recovery community.
• Serves as advisor to Friends of Recovery board.
• Attends Coordinator and Multi-Agency Steering Committee meetings as scheduled.
• Maintains regular and predictable attendance.
• Performs other related duties as assigned.
Minimum Qualifications Required
Education and Experience
• Bachelor’s degree in Criminal Justice, Social Work, Psychology, Business Administration, Public Relations, Marketing, or a related field required.
• Three years of case management experience preferred.
• Two years of experience working with the criminal justice population preferred or an equivalent combination of education and experience that provides the required knowledge and skills.
MINIMUM QUALIFICATIONS REQUIRED
• Background in or understanding of addictions counseling preferred.
Licenses and Certifications
• Valid Georgia Driver’s License.

Physical Ability
Essential functions require the ability to remain in a stationary position; move about facilities; operate office and technical equipment; concentrate; handle stress; make decisions; meet deadlines; and manage multiple priorities. Some lifting, pushing, or pulling of equipment and supplies may be required.
Functions frequently require moving about the office and transporting items up to 10 lbs.
Sensory Requirements
Essential functions require effective verbal and written communication and the ability to use hand-eye coordination for equipment operation.
