Position Details
Support Housing Choice Voucher participants as they work toward financial independence through case management, counseling, goal setting, service coordination and Family Self-Sufficiency program oversight.
About the Role
MDHA is seeking a Family Self-Sufficiency Coordinator to support participants in the Housing Choice Voucher (HCV) Program as they work toward financial independence and greater self-sufficiency.
Under the direction of the HCV Special Projects Manager, this role provides case management, counseling and program support to families participating in the Family Self-Sufficiency (FSS) program.
The FSS Coordinator works directly with participants to assess their needs, establish goals and develop Individual Training and Service Plans (ITSPs) designed to help families increase earned income and reduce their dependence on government assistance.
This role also coordinates with community organizations, agencies and social service providers to connect participants with resources that support their individual goals. The position is responsible for maintaining participant records, monitoring progress, administering escrow activities and preparing required reports.
What You'll Bring
Minimum Qualifications
- Bachelor's degree from an accredited four-year college or university with major coursework in psychology, sociology, social work, business or a related area.
- At least five years of work experience in case management or supportive service delivery.
- An equivalent combination of education and work experience may be considered.
- Knowledge of assisted housing and Housing Choice Voucher programs, HUD regulations, and MDHA policies and procedures related to rental assistance.
- Knowledge of affordable housing rules and regulations, landlord and tenant rights, and rental and homeownership principles.
- Knowledge of community resources and supportive services, with the ability to connect participants with appropriate services and organizations to support their goals.
- Knowledge of general accounting practices and financial processes, with the ability to perform basic mathematical calculations accurately.
- Ability to communicate effectively, both orally and in writing, with applicants, participants, landlords, lenders, other housing providers and members of the public.
- Ability to maintain accurate records, manage multiple priorities and follow established policies and procedures.
- Valid Tennessee driver's license.
Preferred Experience
- Experience working with Housing Choice Voucher or other assisted housing programs.
- Experience providing case management or supportive services to individuals and families.
- Experience coordinating services with community-based organizations, agencies and social service providers.
- Experience helping individuals or families establish and achieve self-sufficiency goals.
What You'll Do
Recruit and Support FSS Participants
- Recruit, screen and qualify participants for the Family Self-Sufficiency program.
- Conduct quarterly FSS enrollment sessions to explain the program to referred and interested families.
- Conduct orientations and presentations to explain the FSS program to participants and the public.
- Prepare letters, brochures and other materials using the Housing Choice Voucher participant database to notify families and generate interest in the FSS program.
Develop and Monitor Individual Goals
- Initiate a Contract of Participation for each family participating in the FSS program.
- Conduct needs assessments with FSS participants.
- Counsel participants regarding program requirements and responsibilities.
- Work collaboratively with families to develop Individual Training and Service Plans (ITSPs) using the designated software.
- Maintain regular contact with FSS participants to review and track progress toward program goals and provide encouragement and support.
- Conduct monthly check-ins with participants.
- Maintain at least quarterly contact with participants through phone calls, office visits or other appropriate methods.
- Use MDHA software to document program activities and track participant progress.
Coordinate Community Resources and Services
- Develop partnerships with community-based organizations, agencies and social service providers.
- Connect FSS participants with services and resources that can assist them in achieving their individual goals.
- Serve as an active member of the FSS Coordinating Committee.
- Coordinate with community partners and service providers to support participant needs and self-sufficiency goals.
Manage FSS Escrow Activities
- Perform escrow calculations using the FSS electronic escrow worksheet.
- Review participant escrow accounts and ensure calculations are accurate.
- Review escrow accounts and make recommendations for interim and final disbursements and forfeitures upon participant request, program completion or termination.
