Position: Family Advocate
Duration: Fulltime – 12 Months
Supervised By: Family Engagement and ERSEA Manager
I.
OBJECTIVE:
Department: Head Start
Pay Grade: H3 Non-Exempt
Supervises: No One
Provide case management to families with children enrolled in the child development centers by
maintaining Family Partnership Agreements through individual meetings and home visits; support parents in
attaining their goals and achieving self-sufficiency while identifying qualifying families for the Whole Family
Approach.

RESPONSIBILITIES & DUTIES:
A. Case Management – Data Entry -
Family Services Information/Events - - - -
Family Partnership Agreements
Physicals/Immunizations and all other Health Information
Contacts, Custody Papers
Monitors attendance (Rilya Wilson Act)
B. ERSEA (Eligibility, Recruitment, Selection, Enrollment, and Attendance)
a. Perform annual procedures for recruitment
b. Assists parents in completion of application if necessary
c. Assists in recruitment fair
d. Establishes relationships with local school systems and community agencies
e. Monitors attendance for children
C. Parent Involvement
D. Performing duties requested by Supervisor, Head Start Director, COO, and CEO.

D. Reporting
1. Ability to complete weekly, monthly, quarterly, and yearly reports.
a. Weekly – Family Contacts, Attendance Reports
b. Bi-Weekly - Timesheet
c. Monthly – Family Services Summary Report, End of Month Reports
d. Quarterly – PIR
e. Yearly – PIR
E. Health and Safety
1. Ability to squat, sit, stand, walk, bend, stoop, reach, hear, see, speak, and lift and/or carry at least 40lbs.
2. Knowingness of possibility to exposure of blood, bodily fluids, or tissues
3. Knowingness of possibility to exposure of communicable diseases
F. Technology
1. Microsoft Office (Word, Excel, etc.) proficient.
2. Willingness to train in program and agency data management systems

1. Ability to casually present oneself.

4. Possess problem solving skills.
5. Continue to expand knowledge by attending trainings, etc.

EDUCATIONAL REQUIREMENTS:
A. 45 CFR §1302.91(e)(7) A program must ensure family services staff who work directly with families on the
family partnership process…have, within 18 months of hire, at a minimum, a credential or certification in
social work, human services, family services, counseling or a related field.
B. Willingness to complete/continue trainings/certifications
ADDITIONAL KNOWLEDGE & COMPETENCIES:
A. Knowledge of the Head Start Parent, Family, Community Engagement Framework and Relationship Based
Competencies for Early Childhood Professionals
ADDITIONAL REQUIREMENTS:
Comply with all background checks required by the program.
Valid Virginia Driver’s Licenses may be required
