Job Details: Job Location: Main Office - Swarthmore - SWARTHMORE, PA, Position Type: Full Time, Education Level: 4 Year Degree, Salary Range: Undisclosed, Travel Percentage: None, Job Category: Human Resources, The Employee Relations Specialist serves as the Agency's primary operational resource for employee relations, performance management, personnel administration, and Human Resources operational processes. The position partners closely with supervisors and managers to promote consistent application of Agency policies, resolve workplace concerns, support employee performance, and ensure the accurate administration of employment-related processes throughout the employee lifecycle. The Employee Relations Specialist is responsible for administering and continuously improving core Human Resources operational programs, including employee relations, performance management, personnel actions, Human Resources Information System (HRIS) workflows, employment claims administration, and implementation of employment-related recommendations. The position serves as the functional administrator for assigned HRIS modules and operational processes, ensuring the integrity of personnel records, organizational structure, workflow routing, and employment documentation. Working collaboratively with Human Resources leadership and other members of the Human Resources team, the Employee Relations Specialist provides consultation to managers, coordinates employment-related initiatives, implements Human Resources programs, and supports Agency compliance with employment laws, policies, and organizational standards. While exercising independent judgment in the administration and coordination of assigned responsibilities, the position consults with Human Resources leadership regarding complex, high-risk, or precedent-setting employment matters.Qualifications: Bachelor's degree in Human Resources, Business Administration, Public Administration, Human Services, Psychology, or a related field; or an equivalent combination of education and progressively responsible experience.

Three (3) years of progressively responsible Human Resources experience; or three (3) years of progressively responsible leadership, supervisory, or management experience within the intellectual and developmental disabilities (IDD), behavioral health, healthcare, or human services field.

Demonstrated ability to coach, support, and provide guidance to supervisors and managers regarding employee performance, accountability, and workplace issues. Strong organizational, analytical, problem-solving, and critical thinking skills with exceptional attention to detail.

Demonstrated ability to maintain confidentiality, exercise sound judgment, and manage sensitive and confidential information.

Excellent written, verbal, and interpersonal communication skills, including the ability to prepare reports, correspondence, and employment-related documentation.

Demonstrated aptitude for learning, administering, and effectively utilizing new technology systems and business software applications, including to independently learn, troubleshoot, and adapt to new software platforms with minimal direction.

Demonstrated ability to analyze system workflows, identify process improvements, and leverage technology to improve operational efficiency.

Ability to train, coach, and support employees and managers in the effective use of technology systems and software applications.

Ability to travel independently throughout the Agency's service area to meet with supervisors and employees, conduct investigations, attend meetings, administrative hearings, training sessions, and other business-related activities.

Incumbents are responsible to ensure a valid driver’s license with no less than 3 years of a clean driving record with no restrictions on driver’s license. Incumbent’s vehicle must meet the State’s minimum requirements for maintaining valid automobile insurance and current vehicle registration.

PREFERRED QUALIFICATIONS

Professional Human Resources certification (SHRM-CP, SHRM-SCP, PHR, SPHR, or equivalent). Experience in employee relations, performance management, workplace investigations, Human Resources administration, or employment law.

Experience supervising employees in a residential, community-based, healthcare, or other highly regulated environment.

Experience administering, configuring, maintaining, or supporting Human Resources Information Systems (HRIS) or other enterprise software applications, including workflow development, module administration, system configuration, or business process improvement.

Experience serving as a functional administrator or subject matter expert for organizational software applications.
