Brief Job Description:

The Disaster Assistance Unit Supervisor is a temporary role in the ONA division of the Federal Assistance for Individuals and Households Program (IHP) responsible for supervising a team that provides essential support to individuals and families affected by disasters.

This role involves overseeing unit activities to ensure compliance with federal and state regulations, as well as established policies and procedures. Regular monitoring of the unit's production is conducted to ensure performance standards are met, and the overall effectiveness of the unit is evaluated.

The position may represent the Health and Human Services Commission (HHSC) in administrative hearings, at the State Emergency Operations Center, and in Disaster Field Offices, Disaster Recovery Centers, and disaster-related town hall meetings. Responsibilities also include reviewing press releases, preparing responses to legislative inquiries, and compiling both standard and ad hoc reports to keep management informed.

This Other Needs Assistance (ONA) temporary position assignment may last up to one year (potentially longer) depending on the disaster response need. It is telework-eligible after a successful 30-day probationary/training period and is eligible for full State of Texas benefits.

 

Essential Job Functions (EJFs):

Manages unit operations to achieve program objectives for service delivery. This involves monitoring budgets and caseloads, consulting with staff on case issues, and conducting unit meetings. (25%)

Communicates on an intermediate level with others (internally or externally) to provide, exchange, or verify information, answer inquiries, address issues, or resolve problems or complaints. (20%)

Evaluates unit performance through case readings, computer reports, and observation of unit operations to ensure compliance with policies, procedures, and service control requirements. (15%)

Reads case records to determine compliance with policies and procedures, identifying trends and implementing corrective actions as necessary. (15%)

Selects, manages, and develops staff through conferences, mentoring, training, and performance appraisals. (5%)

Conducts reviews to determine or verify eligibility. (10%)

Explains program services and policies to clients, and makes referrals to agency programs, other state agencies, or community resources. (5%)

Interviews clients or authorized representatives to gather information for eligibility determinations. (5%) 

 

Knowledge, Skills and Abilities (KSAs):

Knowledge of:

  • Overall program, including federal and state guidelines, regulations, programs, policies, and procedures.
  • Federal, other state government, and private non-profit disaster recovery assistance agencies and programs.
  • Staff roles and responsibilities.

Skill in:

  • Applying guidelines, regulations, and policies to a variety of cases.
  • Working with the public and public groups.
  • Operating computers to perform data entry and basic office software use such as Microsoft Word, Outlook and Excel.

Registrations, Licensure Requirements or Certifications:

N/A

 

Initial Screening Criteria:

High School graduate or equivalent.

Experience in windows-based software.

Experience with the Individuals and Households Program (IHP) or other related programs is preferred.

Experience supervising a team.

 

Additional Information:

Upon hire, the selected candidate will be required to sign a Temporary Employment Agreement. This position is eligible for State of Texas employee benefits. 

Candidates for positions with ONA must pass a FEMA background check. FEMA’s suitability determination is required to issue credentials for access to data, records, and systems which requires U.S. citizenship. The job offer depends on receiving full suitability clearance from FEMA.

This position requires working beyond normal work hours, including holidays and weekends. During periods of high-volume disaster response, the work schedule will extend to six days a week with 10-hour shifts between 7:00 AM and 7:00 PM. Additional overtime may be available.
