SUMMARY

This is an upper management position that assists the BHS Director in program administration, sustainability, procurement, and compliance of major grants and contracts with emphasis on business management, data acquisition, and reporting and billing. Position works closely with the BHS Director on various administrative functions, with local to national level organizations and other long-term projects, and when required acts as liaison for the BHS Director on specific assignments. The position routinely requires exercising independent judgment and assisting in decision-making that can significantly impact Fairbanks Native Association’s (FNA) behavioral health services.


JOB DUTIES

  • Assists the BHS Director with the organizational planning, development, implementation, evaluation, and oversight of all youth behavioral health prevention and treatment programs.
  • The BHS Deputy Director works with the BHS Director to ensure administrative compliance and financial management for all the grants and contracts FNA Behavioral Health Prevention/Treatment Services. Ensures or writes numerous grant-related reports.
  • In conjunction with the BHS Director and Planning and Development staff, helps with the research, literature review, grant writing, budget development of present programs, redesign of programs, and/or in the development of new programs and services to meet consumer needs. May assist Program Directors in developing program structure and activities to address specific goals, objectives, and measurable outcomes.
  • Assists in the development and updating of BHS policies and procedures that comply with the Commission on Accreditation of Rehabilitation Facilities (CARF) Standards of Accreditation for programs within FNA and helps maintain compliance with FNA policy relative to BHS.
  • Manages the reporting activities of the various programs.
  • Helps ensure grant/contract compliance and requirements are maintained as well as program utilization rates, goals, and objectives are achieved.
  • Support the development, collection, and prompt submission of narrative summaries, statistical data, and management reports required by federal and state grants and contracts.
  • Works closely with the accounting department to monitor budgets for all Youth Behavioral Health Treatment programs including fund balances, client pay funds, and expenditure compliance to grant obligations, codes, and regulations.

  • Maintains client confidentiality following 42 CFR Part 2 and HIPPA standards and procedures are conducted.
  • Represents FNA Youth Behavioral Health Prevention/Treatment programs in the absence of, or jointly with the BHS Director at meetings on a local, state, and national level.
  • Attend mandatory FNA meetings as scheduled.
  • The incumbent of this position must work well under pressure, meeting multiple and conflicting deadlines. The incumbent shall always demonstrate cooperative behavior with colleagues, supervisors, and clients.
  • Manages and reports training activities for Youth BHS Prevention/Treatment staff.
  • Performs other job-related duties as assigned.


NECESSARY KNOWLEDGE, SKILLS, AND ABILITY

  • Extensive grant writing and procurement of funds from state, federal, and third-party sources. The ability to identify and access new funding sources and/or compensate for the loss of funding sources.
  • Strong resourcefulness, originality, and initiative. Resourcefulness is required to match the changing needs of consumers, by providing the best combination of services appropriate for treatment needed to respond to local, state, and national trends.
  • Knowledge of design practices and procedures for special populations, with the ability to oversee the implementation of new programs and program components.
  • Strong written, analytical, verbal, and interpersonal skills.
  • Strong organizational skills and the ability to prioritize work assignments.
  • Strong understanding and sensitivity to Alaska Native culture and lifestyle, with demonstrated experience working effectively with the Alaska Native population.
  • Ability to keep accurate records and produce timely and accurate written reports.
  • Ability to learn and apply program/agency operating policies and procedures.
  • Knowledge of programs and agencies serving the Fairbanks North Star Borough.
  • Effective oral and written communication skills with a demonstrated sensitivity to the lifestyles of targeted consumers.
  • Advanced skills in operating personal computers using a variety of computer software.
  • Skill in managing multiple priorities and tasks concurrently while meeting deadlines.
  • Ability to establish and maintain cooperative working relationships with others.
  • Ability to work independently as well as with teams.


MINIMUM QUALIFICATIONS (Education & Experience)

  • BS/BA degree in Psychology, Sociology, Social Work, or another Behavioral Science degree, AND,
  • Four (4) years of experience in the planning and development of human services administration and/or rehabilitation programs; OR,
  • Master’s in psychology, Sociology, Social Work, or another Behavioral Science degree, AND,
  • Two (2) years of experience in planning and development of human services administration and/or rehabilitation programs.
  • A combination of experience, education, and training that provides the required knowledge, skills, and abilities may substitute for degree requirements.


PREFERRED QUALIFICATIONS (Education & Experience)

  • Master’s in psychology, Sociology, Social Work, or other Behavioral Science degree.
  • Four (4) years of experience in planning and development of human services administration and/or rehabilitation programs.
  • Licensed mental health professional, certified program administrator, or certified clinical supervisor.

The work is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 25 lbs. The majority of work is performed in an office setting with a wide variety of people with differing functions, personalities, and abilities. The office is a non-smoking facility with outside smoking areas. The work requires local travel between various program components of FNA which may involve exposure to extreme weather conditions. Works in an environment where protection of consumer confidentiality is essential. Personal Protective Equipment will be provided where/when needed.
