Position Summary:

The Social Service Supervisor provides clinical and administrative oversight of the social service functions at a DHS-funded transitional housing program. Reporting directly to the Program Director, the Social Service Supervisor ensures the delivery of high-quality, trauma informed, client-centered services in accordance with H.O.G.A.R.’s mission, DHS/OTDA regulations, and contractual expectations. This includes supervision of the Case Manager Supervisor, Housing Coordinators, and other social service staff, with a strong focus on evidence-based practices (E.B.P.), Motivational Interviewing (M.I.), and Trauma-Informed Care (T.I.C.). 

Key Responsibilities: 

Staff Supervision & Development

• Supervise and support the Case Manager Supervisor, Housing Coordinators, and other social service staff. 

• Conduct regular supervision sessions, team meetings, and case conferences to ensure coordinated service delivery. 

• Provide guidance and support to Case Manager Supervisor in staff development, performance evaluations, and case management quality control. 

• Oversee onboarding, training, and continued education in E.B.P., M.I., and T.I.C. 

• Monitor staff compliance with service documentation, safety standards, and contractual obligations.

Program Oversight & Quality Assurance 

• Ensure effective implementation of individualized service plans (I.L.P.s), client engagement strategies, and crisis interventions. 

• Collaborate with the Program Director in program planning, development, and evaluation. 

• Conduct regular audits of case files, CARES data, and other documentation to ensure compliance with DHS, OTDA, and internal standards. 

• Monitor key program metrics (housing placements, public benefit enrollments, employment referrals, etc.) and develop strategies for improvement. 

• Provide coverage and support for supervisory staff when needed. 

Client Service Coordination 

• Serve as a resource for high-needs or complex cases requiring escalation, interdepartmental coordination, or crisis response. 

• Support coordination of referrals to medical, mental health, substance use, legal, and vocational services. 

• Promote client autonomy and self-sufficiency by integrating trauma-informed, strength-based approaches into service delivery.

• Ensure that clients’ rights and responsibilities are clearly communicated and respected. 

Interdepartmental & Community Collaboration 

• Work closely with Operations, Security, and Administrative teams to ensure a safe, respectful, and supportive environment for all clients. 

• Partner with Housing and Employment Specialists to streamline client progression toward permanent housing and employment goals. 

• Represent the Social Services Department in internal and external meetings, audits, and community engagement activities. 

Regulatory & Contractual Compliance 

• Ensure compliance with DHS, OTDA, DOHMH, and other regulatory bodies. 

• Support the Program Director in preparing for audits, inspections, and site reviews. 

• Oversee timely completion and submission of reports and performance tracking documents. 

• Maintain up-to-date knowledge of changing policies, best practices, and funding requirements. 

Essential Functions 

• Must be on-call for emergencies related to social service operations. 

• Must be able to travel to off-site meetings, trainings, and community events across NYC. 

• Must be able to ascend/descend stairs in assigned building. 

Qualifications 

• Master’s Degree in Social Work, Human Services, Psychology, or related field (M.S.W. preferred). 

• At least four (4) years of experience in the human services field, including two (2) years in a supervisory or clinical leadership capacity. 

• Experience managing or overseeing case management teams in a transitional housing, shelter, or social service setting. 

• Deep knowledge of trauma-informed care, motivational interviewing, and evidence-based practices. 

• Familiarity with NYC homeless services systems, including CARES, AWARDS, and public benefit programs. 

• Strong written and verbal communication skills, including documentation and report writing. 

• Excellent organizational, leadership, and interpersonal skills. 

• Bilingual (English/Spanish) a plus.
