Lead Programs That Create Hope, Stability, and Opportunity

One Love Agency is seeking an experienced, compassionate, and strategic leader to serve as our Director of Refugee Programs. This individual will oversee the growth, operations, and success of our refugee services across the organization while ensuring exceptional client care, operational excellence, compliance, and strong community partnerships.

The Director of Refugee Programs serves as the operational leader for all refugee programming. This position works closely with executive leadership, office managers, clinicians, interpreters, and community organizations to ensure services remain culturally responsive, financially sustainable, and aligned with One Love Agency's mission of instilling hope through collaborative and individualized care.

While clinical licensure is welcomed, it is not required. The ideal candidate is an exceptional leader with experience working alongside refugee and immigrant communities and possesses strong operational, organizational, and relationship-building skills.

Primary Responsibilities

Program Leadership & Operations

  • Provide leadership and oversight for all refugee programs across One Love Agency.
  • Ensure consistent operations across refugee offices and service locations.
  • Develop systems that improve efficiency, communication, and client outcomes.
  • Monitor staffing needs and collaborate with leadership on recruitment and workforce planning.
  • Support office managers and supervisors in maintaining high-performing refugee teams.
  • Assist in developing new refugee initiatives and expanding services into additional communities.
Community & Partnership Development

  • Build and maintain strong relationships with refugee resettlement agencies, healthcare providers, schools, community organizations, and government partners.
  • Represent One Love Agency at community meetings, coalitions, and outreach events.
  • Identify opportunities for collaboration, grants, and program expansion.
  • Serve as a trusted liaison between refugee communities and agency leadership.
Staff Leadership & Development

  • Provide leadership, coaching, and support to refugee program staff.
  • Foster a culture of accountability, collaboration, and continuous improvement.
  • Assist with onboarding, training, and professional development.
  • Support interpreter services and ensure culturally responsive communication throughout the organization.
Compliance & Quality Improvement

  • Ensure refugee programs remain compliant with Medicaid, agency, and regulatory requirements.
  • Monitor documentation quality, authorizations, assessments, and required reporting.
  • Partner with compliance and clinical leadership to identify opportunities for improvement.
  • Utilize data and performance metrics to strengthen program effectiveness.
Strategic Growth

  • Collaborate with executive leadership to develop long-term strategies for refugee services.
  • Identify opportunities to increase access to behavioral health services.
  • Monitor productivity, referrals, program utilization, and community needs.
  • Assist with budgeting, resource planning, and operational forecasting.

Qualifications

  • Bachelor's degree preferred; equivalent leadership experience considered.
  • Experience working with refugee, immigrant, or multicultural populations strongly preferred.
  • Leadership or management experience in behavioral health, healthcare, nonprofit, or human services.
  • Strong understanding of program operations and community partnerships.
  • Excellent organizational, communication, and problem-solving abilities.
  • Ability to manage multiple priorities while maintaining a high level of professionalism.
  • Comfortable working with diverse cultural and linguistic communities.

Preferred Qualifications

  • Licensed behavioral health professional (LPC, LCSW, LCPC, LMFT, etc.) preferred but not required.
  • Experience supervising multidisciplinary teams.
  • Knowledge of Medicaid programs and behavioral health regulations.
  • Experience with program development and operational leadership.
  • Grant management or community partnership experience.
  • Bilingual or multilingual abilities are highly valued.
