STATEMENT OF THE JOB
The Director of Quality and Clinical Advancement manages behavioral healthcare quality programs, regulatory compliance, and clinical operational improvements to elevate client care standards. Under the direction of the Vice President, the Director of Quality and Clinical Advancement will oversee quality and evaluation activities including design & delivery of evaluation protocols, gathering clinic-level measures, organizing & analyzing collected data, preparing performance reports, and implementing/assessing quality-assurance activities. This position routinely and proactively ensures quality standards are being met, and as needed, if corrective incidents arise, efficiently and thoughtfully addresses them to ensure continuous quality of care.
The Director of Quality and Clinical Advancement will have regular interactions with key IHW program staff to ensure quality programming and services, and the thorough evaluation of all activities. The position will assume responsibility for measuring quality of the program in compliance with all grant requirements and reporting expectations.
• Quality Improvement: Design and implement data-driven quality programs and performance metrics across all IHW clinical programs.
• Regulatory Compliance: Ensure clinic operations meet state, federal, and accreditation standards (such as The Office of Mental Health, Commission on Accreditation of Rehabilitation Facilities or CMS).
• Clinic Advancement: Lead strategic initiatives, workflow upgrades, and technology rollouts to grow clinical capabilities.
• Staff Leadership: Mentor social workers, mental health counselors, case managers, peers, rehabilitation counselors, physicians, psychiatric nurse practitioners, nurses, and support teams to foster a culture of patient safety and continuous improvement.
• Data Analysis: Review clinical outcomes, safety incidents, and audit results to identify gaps and execute corrective actions.
• The Director of Quality and Clinical Advancement will partner with the Director of Training to identify, analyze, and address specific staff learning needs to ensure continuous clinical excellence and operational compliance.
• Audit billed services ensure that they are billed accurately and meet the regulatory requirement of OASAS and OMIG regulations.
• Ensuring clinical standards and procedures are in place to maximize access to care and ensure quality services are provided to improve outcomes.
• Responsible for oversight of all aspects of workforce development with regards to quality and evaluation including orienting new staff to policies & procedures, assist in evaluating performance, and assists in addressing problematic performance and behaviors.
• Assures that the credentialing and staff competency systems are developed, and staff qualifications and licensures are up to date.
• Assists in meeting requirements of external regulatory and accreditation bodies.
• Assures that annual consumer satisfaction surveys are completed and submitted for state reporting.
• Oversee reaccreditation of agency programs including maintenance of accreditation activities
• Reporting to Behavioral Health Services Administration and/or Agency Administration issues that may have a negative impact on the Agency, client and/or staff welfare or any corporate compliance issue.
QUALIFICATIONS
• Master’s degree in social work, mental health counseling, or a related field,
• Must be licensed NYS LCSW or LHMC.
• 3 years’ experience conducting quantitative and qualitative evaluations.
• 2 years’ experience in mental health management or administration.
• 2 years’ experience in project management to include managing data collection protocols and schedules.
• 3 years’ experience managing and/or supporting quality assurance functions in a health, behavioral health, or social services setting required.
• Proficiency with statistical software and using electronic health records.
• Prior experience designing, implementing, and overseeing program evaluations.
• Experience supporting programs using the Netsmart myEvolv electronic health record preferred
• Knowledge of the CCBHC Demonstration program model and evaluation requirements preferred
• Knowledge of NYSOMH and OASAS regulations/requirements preferred.
• Excellent oral and written communication skills to include, the ability to synthesize complex data efficiently.
• Must possess skills and strong working knowledge of Microsoft Office, including Word, Visio, PowerPoint, and Excel.
• Able to work flexible hours and days -including weekends/evenings/holidays according to needs of a 24/7 programs.
• Regularly required to talk, hear, walk, stand, & sit.
• Frequently lifts and/or moves up to 10 pounds.
• Should be able to operate a computer keyboard, mouse, & office equipment.
• Ability to read printed materials and computer screens.
• Ability to travel throughout the five boroughs from site to site.
