Location: Greater Philadelphia (Delaware, Chester, Montgomery, Bucks and Philadelphia counties) (Hybrid / On-site as needed)

Reports To: Chief Executive Officer / Executive Leadership

Role Overview

Haven Access Works provides high-quality, person-centered support for individuals with intellectual and developmental disabilities (IDD) and autism across Pennsylvania. The Director of Programs will oversee daily operations, service delivery, and compliance for the agency's ODP waiver programs, including In-Home and Community Supports, Companion Services, Community Participation Support (CPS), and Supports Brokering.

This role ensures high standards of care, regulatory compliance with PA Chapter 6100 regulations, staff mentoring, and smooth service execution across all regional locations.

Key Responsibilities

  1. Operational & Program Leadership
  • Direct operations for all ODP waiver service lines (In-Home & Community Supports, CPS, Companion, and Therapy services).
  • Lead, mentor, and evaluate Direct Support Staff.
  • Drive participant growth while ensuring service delivery matches individualized goals and Individual Support Plans (ISPs).
  • Oversee staff scheduling, capacity planning, and service utilization to optimize unit fulfillment and service accuracy.
  1. ODP Regulatory Compliance & Quality Assurance
  • Ensure full compliance with PA ODP regulations, Chapter 6100 guidelines, and Home and Community-Based Services (HCBS) waiver requirements.
  • Maintain audit readiness for ODP Quality Assessment & Improvement (QA&I) reviews, county administrative entity (AE) audits, and internal quality monitoring.
  • Manage the Enterprise Incident Management (EIM) process, ensuring timely reporting, investigation, and corrective action for all reportable incidents.
  • Oversee progress monitoring, service notes audit procedures, and ISP implementation tracking in accordance with HCSIS and agency guidelines.
  1. Team Support & Leadership
  • Partner with HR to recruit, onboard, and retain high-performing Direct Support Professionals (DSPs) and supervisory personnel.
  • Maintain ODP-required annual training compliance (e.g., Incident Management, Person-Centered Practices, Rights, Safety).
  • Foster a positive, supportive work culture that emphasizes staff coaching, skill development, and low turnover.
  1. Stakeholder & Community Engagement
  • Serve as the primary operational liaison to County Administrative Entities (AEs), Supports Coordination Organizations (SCOs), and ODP regional offices.
  • Engage with participants, families, and guardians to resolve service concerns and advocate for person-centered outcomes.
  • Represent Haven Access Works in community networking, provider association meetings, and service expansion initiatives.

Required Qualifications

  • Education: Bachelor's degree in Human Services, Social Work, Healthcare Administration, Special Education, or a related field.
  • Experience:
    • Minimum of 2 years of leadership experience within Pennsylvania's IDD / ODP system.
    • Direct experience managing PA ODP waiver programs (Consolidated, Community Living, Person/Family Directed Support Waivers).
    • In-depth working knowledge of HCSIS, EIM, and PA Chapter 6100 regulations.
  • Skills: Strong organizational, clinical oversight, and interpersonal skills; proficiency with EHR systems and ODP billing workflows.
