Position Purpose and Summary
Interim housing is not a waiting room. It is an active intervention — and how it is managed determines whether people move toward stability or end up unhoused. The Director of Interim Housing makes sure every assigned site runs with the discipline, consistency, and care that real intervention requires.
Reporting to the Senior Director of Interim Housing/Programs, the Director leads Program Managers across multiple sites — including but not limited to Access Sites, Tiny Home Villages, Inside Safe locations, Family and TAY locations; among other interim housing shelters. This role is directly accountable for what happens on the ground: site stability, bed utilization, documentation quality, contract compliance, and staff development. This is not a coordination role. It is an accountability role.
Internally, the Director keeps programs aligned with HTM's standards, values, and funding requirements. Externally, the Director represents Hope the Mission to government partners, funders, and community stakeholders — building the trust that allows the organization to keep doing its work.
This role exists to make sure HTM's interim housing programs deliver on their promise — to the people who live in them, to the funders who pay for them, and to the communities that need them to work.
Primary Duties and Responsibilities
Program Leadership & Strategy
Provide direct oversight and operational leadership across all assigned interim housing sites; and as needed across the Program portfolio
Align program execution with HTM's mission, values, funder requirements, and service delivery standards
Analyze program performance data, dashboards, and KPIs to identify trends, risks, and opportunities for improvement
Implement continuous quality improvement strategies that strengthen service delivery, safety, documentation, and outcomes
Support department-level planning, workplans, and strategic initiatives, including cross-department collaborations as directed by executive leadership
Assist with contract modifications, renewals, and operational transitions — including site launches, expansions, and resets — ensuring alignment with funding requirements and internal standards
Participate in organizational committees and leadership initiatives that advance HTM's mission and program impact
Staff Management & Development
Directly supervise all assigned Program Managers; provide leadership guidance to Assistant Program Managers, Coordinators, and frontline staff
Conduct regular supervision, coaching, and performance management with Program Managers; maintain clarity of expectations, accountability, and professional growth
Identify staff development needs across assigned programs; collaborate with Program Managers to support skill-building and leadership development
Partner with Learning & Development to schedule and deliver ongoing training aligned with program needs and contract requirements
Prioritize and promote staff wellness and self-care strategies across the department, recognizing the high-acuity nature of interim housing work
Support staff meetings and recognition initiatives
Administration & Fiscal Oversight
Support development of written program policies and procedures in full compliance
Collaborate with the Senior Director of Programs, Operations, Human Resources, and other departments to implement and oversee facility, personnel, and program processes
Ensure timekeeping practices are accurate, consistent, and compliant with HTM policies; review and approve timesheets and payroll documents in a timely manner
Maintain working knowledge of program and facility budgets and funding sources
Ensure all assigned programs operate within approved budgets and fiscal guidelines
Support development of department project strategies and timelines based on goals established by leadership
Facilities & Site Readiness
Conduct routine site walks to ensure health, safety, and operational compliance across all assigned sites
Coordinate with Operations on repairs, outages, room turns, inventory, keys, cameras, and vendor access
Ensure emergency preparedness plans are current and practiced, including fire safety, life safety, and evacuation protocols
Serve as the primary escalation point for facility-related risks; ensure issues are elevated appropriately and tracked with clear resolution timelines
Provide enhanced oversight for sites with unique operational models or heightened risk factors; adjust leadership support, staffing strategies, and on-site presence accordingly
Coordinate closely with Operations, Facilities, and Security teams to address site-level risks, safety planning, and property management needs
Incident Response & Compliance
Respond to critical incidents, grievances, and escalations; ensure timely documentation, follow-up, and staff coaching to prevent recurrence
Oversee internal audits, monitoring preparation, and compliance reviews; implement corrective action plans in partnership with relevant departments
Work with Contracts and Compliance to review, authorize, and submit program and contract reports accurately and on time
Review Program Manager reports and compile department-level summaries for senior leadership and funders
Ensure staff understand and implement contract scopes, service requirements, and performance expectations
Oversee compliance with location-specific contract requirements, jurisdictional regulations, and funder expectations, including City vs. County contracts, Inside Safe requirements, and specialized grant deliverables
Support monitoring readiness and corrective action implementation when funder or jurisdictional requirements change or findings are issued
Government, Community & System Engagement
Build and maintain strong working relationships with city, county, state, and federal partners, funders, and community stakeholders
Represent Hope the Mission at government, funder, coalition, and community meetings
Serve as the primary CES point of contact for designated regions; maintain strong alignment with system expectations and CES partners
Manage site-specific community relations, including coordination with council offices, neighborhood stakeholders, law enforcement, and business improvement districts
Address community concerns professionally and promptly; support proactive engagement strategies to strengthen community trust
Collaborate with Faith-Based Organizations and community partners on local activities and events
Other General Duties
Attend required internal and external meetings and trainings, including Friday Leadership Meetings at Headquarters
Perform other duties as assigned
Skills & Competencies
Demonstrated ability to lead complex, multi-site, contract-funded programs; set operational direction; and drive consistent performance across diverse program models
Strong supervision skills including coaching, performance management, progressive discipline, staff development, and conflict resolution
Advanced understanding of homelessness response systems and service delivery best practices, including Housing First, Trauma-Informed Care, Harm Reduction, and Coordinated Entry
Proven ability to ensure contract adherence, maintain monitoring and audit readiness, and implement corrective actions within public-sector funding environments
Experience managing budgets, conducting fiscal analysis, and allocating resources across multiple funding streams while maintaining compliance and cost controls
Ability to analyze KPIs, dashboards, and performance trends to identify gaps, forecast risks, and drive continuous improvement
Strong incident management, escalation, and grievance resolution skills, including timely documentation, follow-up, and preventive planning
Effective at coordinating across Operations, HR, Data/Compliance, Facilities, Security, and external partners to align execution and resolve barriers
Skilled in government, funder, and community engagement; able to represent HTM professionally and build partnerships that support operations and system coordination
Strong written, verbal, and presentation skills, including report writing, professional correspondence, training facilitation, and stakeholder communication
Proficient in Microsoft Office Suite, Google Suite, and program data systems; and HMIS.
Ability to manage competing priorities, respond to changing funding or system conditions, and lead through ambiguity with sound judgment and accountability
Qualifications
Bachelor’s degree in Social Work, Public Administration, Human Services, Public Health, or a closely related field required. Or A combination of relevant education, training, and/or professional experience may be considered in lieu of the degree requirement.
Minimum of three (3) years of progressively responsible leadership experience managing programs and staff within homelessness services, housing, human services, or a related field.
Demonstrated experience overseeing multiple program sites and/or service locations simultaneously.
Experience managing publicly funded contracts, including compliance, reporting, and monitoring requirements.
Proven ability to supervise managers and lead multidisciplinary teams.
Demonstrated accountability for program performance outcomes, including KPIs, occupancy targets, and/or service delivery benchmarks.
Experience with Clarity HMIS preferred.
Highly motivated self-starter with demonstrated ability to develop creative, practical solutions in complex environments.
Demonstrated commitment and ability to work collaboratively as part of HTM’s leadership team.
Bilingual preferred.
Mandatory Requirements
Background Screening – Employment is contingent upon the successful completion of background checks as required per worksite.
Drug and Alcohol Testing – Candidates must pass pre-employment and ongoing drug and alcohol screenings in accordance with company policy.
Motor Vehicle Record (MVR) Check – For roles requiring driving, employment is contingent upon an acceptable driving record (meeting criteria of HTM’s commercial insurance), a CA drivers license, and proof of vehicle insurance coverage.
Legal Eligibility to Work – Maintain provide proof of legal authorization to work in the US.
Compliance with Company Policies and HIPAA standards – All employees must comply with company policies, including safety, confidentiality, and conduct standards.
Must have reliable transportation.

Work Environment
The employee may be in contact with individuals and families in crisis who may be ill, using alcohol and drugs, and who may not be attentive to basic personal hygiene, health and safety practices. The employee may experience a number of unpleasant sensory demands associated with the participants’ use of alcohol and drugs, and lack of personal hygiene. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations. The noise level in the work environment is usually moderate in an office setting. Sometimes work may become stressful when working under pressure or in crisis intervention. .
