ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.  

Ensures program adheres to agency policy and procedures, as found on SharePoint.  Also adheres to CARF and DMHSAS standards and criteria that apply to CCBHCs, federal and state confidentiality rules and regulations, and any special funding source requirements including Medicaid, OHCA, and SAMSHA regulations. 

Supports and promotes a service environment for individual in need of behavioral health and/or co-occurring services that is recovery focused, welcoming, and attentive to the needs of individuals who may have experienced trauma in their lives.  Attends annual core competencies training in relationship to individuals with co-occurring disorders or who have experienced trauma in their lives. 

Establishes and maintains professional working relationships with supervisor and peers and develops integrated service provisions with other programs.  Can effectively work within a team or group setting cohesively. 

Directs and supervises clinical aspects of the Intensive Services both at the URC and outpatient levels of care. Works closely with other director to ensure Case Management/Care Coordination and group services have continuity and collaboration. 

Assists the Clinical Director in development and implementation of written program goals and outcome criteria that guide and support the provision of services. 

Oversees grant management as well as new grant proposals.  Demonstrates the ability to oversee multiple programs. 

Oversees program budget and works closely with Finance Office. 

Directs program development and grant coordination of Intensive Services at URC and Outpatient levels of care in adherence with CCBHC regulations.  Works to expand and enhance all programs. 

Provides input to supervisors of programs supervised on the professional performance of individuals privileged to provide clinical services in the program. 

Determines and approves of staff training needs, consultation and education needs, and training/orientation of new staff. 

Aids in providing direct services, and training in areas of crisis diversion and intervention to remain attentive to the needs of individuals and provide, as needed, debriefing related to incidents, incident reporting, consultation, etc. 

Establishes rapport with clients, assessing client needs; organizes, plans, and delivers face-to-face client services; and conducts follow up on the outcome of services provided. 

Oversees and assists clients in transitioning from a higher intensity level of services or to a lower intensity of services that are appropriate based on the client’s needs.  

Oversees and assists clients in developing an individualized recovery plan that focuses on personal and interactive problems, independent living skill needs, defining goals, and to plan action reflecting interests, abilities, and needs. 

Responsible for maintaining strictest confidentiality guidelines for interactions regarding consumer and family information 

Provides for scheduling and supervising assigned staff in the provision of services, clinical record keeping and reporting procedures and ensuring staff receive best practice trainings.   

Directs 24 hr staffing patterns and as needed coverage for URC to ensure it is fully staffed at all times. 

Utilizes the philosophy of Collaborative/Therapeutic Documentation to meet clinical record keeping documentation standards and ensure documentation is completed with the Consumer to the extent possible and all documentation is completed on the same day of the date of service. 

Directs outreach and engagement efforts for clients and other professionals at inpatient levels of care to facilitate referrals and client participation in services. 

Builds and maintains a good community relationship with Crisis Centers and Inpatient Hospitals 

Establishes and maintains professional working relationships with other agencies and community partners. 

Monitors and approves, as appropriate, staff time sheets, leave requests, schedules, travel, and performance related to program requirements and goals. 

Will assist in providing new staff orientation and training; will provide core training for current staff. 

Ensures that staff monitor eligibility status and make applications for Social Security, Title XIX or HMOs (Medicaid), QMB, and other benefits for which the client may qualify. 

Responsible for on-going knowledge of the course of treatment, needs, and special issues of program clients including co-occurring services. 

Monitors outcome data to inform best practices for treatment, staffing, and budget adherence. 

May be required to work on call, evening, and/or weekend hours. 

May be required to provide services in a community setting and hybrid inpatient setting (URC). 

May be required to provide client transportation by using personal vehicle or agency owned van or small bus. 

Performs other related duties as assigned. 

SUPERVISORY RESPONSIBILITIES  

Directly supervises daily operations within Therapeutic Services for Case Management and Therapy Programs. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, orientation, and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems; participation in management team. 

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE  

Current Oklahoma State license in a Mental Health field (LPC, LMFT, LCSW, LADC, etc.) with at least two years post licensure experience and/or two years post licensure inpatient experience. 

Supervisory experience preferred, but not required. 

CERTIFICATES, LICENSES, REGISTRATIONS  

Required to maintain any required licenses. 

May be required to obtain and maintain First Aid and CPR Certifications 

Required to complete CAPE/Therapeutic Options training and annual updates 

In order to transport clients in private or agency vehicles, must possess current, valid Oklahoma license, meet HOPE insurance requirements.  HOPE will annually obtain a copy of Motor Vehicle Report from the Department of Public Safety. 

LANGUAGE SKILLS  

Ability to read and interpret documents such as safety rules, Standards and criteria, and procedure manuals. Ability to read and interpret documents such as safety rules, Standards and criteria, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of consumers, employees of the organization, community partners, court personnel, etc.  

REASONING ABILITY  

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. 

OTHER SKILLS AND ABILITIES  

Ability to relate to persons with severe mental illness in a positive, helpful, and constructive manner. Knowledge of clinical treatment modalities and therapeutic processes. Ability to establish and maintain effective and tactful working relationships with co-workers; to express ideas and facts clearly and concisely in written or oral form. Personality and mature presentation of oneself demonstrating the ability to work with various systems while maintaining objectivity and cooperative attitude.
