Position Summary

 

The Director of Healthcare Delivery Operations is the operational director of Leadership, Innovation, and Accountability (LIA) for a subset of care streams and all Centers in a dyadic leadership structure with the Associate Clinical Director/s.  The Director of Healthcare Delivery Operations is responsible for promoting organizational alignment, leadership development, operational accountability, access, productivity, and exceptional patient/client care across multiple care streams and all Centers.   They will work to integrate the operations of their care streams across all Centers, departments and programs within the WSH organizational structure. This position functions as a strategic integrator, guiding Center Managers (CM’s), other LIAs, and Vice Presidents to ensure coordination, communication, collaboration and compliance for their care streams to fulfill WSH organizational initiatives to maintain access to exceptional patient/client care and financial stability.

The Director of Healthcare Delivery Operations focuses on organizational performance & integration, leadership innovation, and accountability systems, contributing to achieve clinical excellence in all aspects of the delivery of care for WellSpace Health.  

 

Required Qualifications

 


Bachelor’s degree in Health Administration, Business, Public Health, or related field required.
Minimum of 5–7 years of progressive leadership experience within an FQHC, CCBHC, community health, mental health, case management, or nonprofit setting.
Established understanding of FQHC regulations, CCBHC regulations, HRSA standards, SAMHSA standards, HIPAA, OSHA, HEDIS/UDS metrics, The Joint Commission, FTCA risk management and California Title 22 requirements and continuous readiness systems.
Minimum of 2 years experience in quality assurance and quality improvement activities. Experience with development and implementation of quality management projects
Demonstrated success managing teams, projects, and interdepartmental initiatives.
Strong ability to translate compliance frameworks into operational strategies.
Excellent written, verbal, and presentation skills for cross-functional and executive audiences.
Experience in the provision of care services for the underserved and sensitivity working with a variety of people from low-income populations, with diverse educational, lifestyle, ethnic, and cultural origins; disabled, homeless, substance users, HIV (AIDS) infected, and/or physiologically impaired.
Ability to communicate effectively and work with teams from a wide variety of cultural, ethnic and socio-economic backgrounds
Excellent interpersonal and customer service skills
Excellent writing and presentation, oral communication skills 
Strong skills in relevant applications (Microsoft Office Suite, PowerBI, EPIC, etc.)
Strong communication, scheduling, and compliance understanding; ability to multitask in mid-size to large-size teams.
Support the standards of High Reliability.
May be required to travel within the Sacramento Region 10%


 

 

Essential Responsibilities

 


Work in a dyadic partnership with the Associate Clinical Directors to ensure high quality care delivery for a subset of WellSpace Health care streams.
Serve as the organizational subject matter expert for their care streams operations, providing strategic oversight and operational guidance to ensure programmatic excellence.
Act as Leader of a subset of WellSpace Health care streams by upholding industry standards, establish quality standards, and train Center staff to uphold those standards.
Act as an Innovator of a subset of WellSpace Health care streams by focusing on maintaining access, growing lines of service, and expanding population access to services through integration and growth.
Act as an Accountability leader for a subset of WellSpace Health care streams by having staff take responsibility for their actions, setting reasonable objectives and deadlines, and creating a culture of ownership over outcomes.
Act as the central liaison among operational, clinical, and administrative leadership to promote alignment and effective communication.
Lead cross-stream initiatives that enhance workflow consistency, accountability structures, and interdepartmental collaboration.
Supervise LIA care stream support staff & providers, delivering leadership coaching, workload management, and professional development in accordance with Just Culture principles to foster fairness, transparency, and empowerment.
Ensure Care Teams consistently implement the PCHH team-based care model, optimizing access, productivity, and industry best standards.
Collaborate with Center Managers to maintain productivity benchmarks aligned with budgetary and access goals.
Design and maintain organizational dashboards to monitor and improve performance metrics.
Support the annual performance review process for care stream support staff & providers, including competencies for support staff and supporting clinician peer review chart audits and feedback.
Partner with Compliance and Quality departments to ensure full adherence to regulatory and programmatic requirements across governance, clinical services, quality assurance, finance, and HR.
Contribute to continuous readiness efforts for Joint Commission, FTCA, HEDIS, NOMs, and UDS and other quality measurements through survey preparation, mock tracers, and corrective action planning.
Work with Risk Management to strengthen incident reporting, root-cause analysis, and risk mitigation strategies in alignment with organizational standards.
Ensure data accuracy and documentation integrity to support internal audits and external accreditation reviews.
Lead innovation and improvement projects that enhance service delivery, increase access to care, and improve employee engagement.
Train and supervise leads, support staff and supervisors to ensure efficient, integrated workflows within care stream operations.
Conduct performance evaluations and foster a culture of accountability, collaboration, and continuous improvement.
Develop and facilitate training programs, mentorship opportunities, and innovation initiatives that support employee development and organizational growth.
Identify and address systemic performance barriers using data-driven approaches.
Represent WellSpace Health professionally and accurately in HRSA, SAMHSA, state, and local forums focused on quality improvement and workforce development.
Serve as a mentor and role model, promoting excellence in patient care and professional conduct across Center teams.
Facilitation and/or attendance at appropriate meetings.

Physical Demands and Work Environment

The work environment is characteristic of a typical healthcare clinic environment.  The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit; use hands and arms to reach.  The employee is also required to stand; walk; and reach with hands and arms. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus. The employee must also possess hearing and speech to communicate in person and over the phone.  The noise level in the work environment is usually quiet.

 

The employee may be in contact with individuals and families in crisis who may be ill, using substances and/or not attentive to personal health and safety for themselves or their homes. The employee may experience a number of unpleasant sensory demands associated with the client’s use of alcohol and drugs, and the lack of personal care.  The employee may also be exposed to bodily fluids (blood, urine) and hazardous chemicals.
