Gaudenzia's/DRC's Mission: Gaudenzia's Mission is to promote long-term recovery by providing comprehensive treatment and support to people with substance use disorder, co-occurring mental health disorders, and related conditions, regardless of individual circumstances.

The Director of Clinical Services and Programming provides strategic leadership and operational oversight for all clinical, vocational/workforce development, case management, and programmatic functions across assigned programs. This role integrates supervisory, administrative, fiscal, and clinical responsibilities for all clinical and programming activities in the facility. This individual is also responsible for planning, developing, implementing and evaluating the operation of the programs and the staff under their direction. Duties may include, but are not limited to: establishing goals and objectives for their specific programs; planning and implementing treatment and programming services; supervising, evaluating, and training staff; ensuring compliance with licensing, funding, and other regulatory agencies; designing procedures for quality control within each individual program and ensuring their proper application; developing and implementing new programs when applicable; and negotiating and maintaining positive relations with current and potential funding, referral, and regulatory agencies.

Qualifications:

Education/ Training: Experience: Must hold a Master's degree from an accredited college or university with a major in psychology, social work, counseling, public administration, business management, nursing (with specialty in nursing/health administration) plus specialized training in a relevant area e.g. substance use disorder, mental health, criminal justice, etc.

Experience: At in least 5 years in progressively responsible and varied program management, or multi-site management, a public or private organization, including experience in human resource management, budgeting and operations.

This individual is responsible for:

• Treat all clients and staff with dignity and respect
• Ensure that programs are maintaining an accurate census and are managing their budgets throughout the fiscal year
• Provide leadership oversight of clinical treatment services, vocational/workforce development programming, case management operations, and program delivery across programs.
• Supervise and evaluate Workforce and Programming Directors, Clinical Supervisors, Case Management leadership, and interdisciplinary teams.
• Ensure compliance with all licensing, accreditation, funding, and regulatory requirements (SCAs, state, federal).
• Oversee clinical documentation standards, treatment planning, discharge planning, and utilization review.
• Lead development, implementation, and evaluation of evidence-based clinical, vocational/workforce programming and therapeutic services.
• Works in cooperation and shares responsibility with other Directors for the completion and submission of an accurate billing invoice to the required funding agencies.
• Manage program budgets, monitor fiscal performance, and ensure adherence to approved financial plans.
• Assist in coordinating staffing plans, recruitment, training, credentialing, and performance management.
• Oversee quality assurance and continuous quality improvement initiatives.
• Serve as liaison to regulatory bodies, funders, referral sources, and community partners.
• Respond to critical incidents and provide leadership decision-making support.
• Ensure staff adherence to policies, ethical standards, and professional conduct.
• Participate in strategic planning and development of new programs and services.
• Other duties as assigned

Additional Skills:

• Advanced knowledge of substance use disorder and mental health treatment systems.
• Knowledge of the specific health care issues and co-morbidities experienced by individuals with substance use disorder and mental illness.
• Knowledge of special population being served, including individuals with criminal justice involvement.
• Expertise in clinical supervision, vocational/workforce development case management, and multidisciplinary team leadership.
• Knowledge of the principles, practices, and procedures involved in treatment programs and continuum of care.
• Strong understanding of regulatory compliance, licensing, and accreditation standards. Fiscal management, budgeting, and operational oversight experience.
• Ability to exercise effective administrative and technical supervision over a large group of clinical, technical, and clerical staff.
• Ability to analyze data, implement quality improvement initiatives, and drive outcomes.
• Ability to evaluate programs and staff effectiveness.
• Ability to exercise judgment and discretion in developing, implementing, and interpreting program policies, procedures and regulations.
• Ability to plan and organize work and prepare appropriate, accurate records and reports.
• Ability to communicate effectively, both verbally and in writing, with a wide audience of stakeholders.
• Ability to establish and maintain effective working relationships with clients, staff, health care providers, referral entities, outside agencies, institutions and the general public.
• Ability to establish and maintain effective working relationships with elected officials, representatives from other agencies and the general public.
• Excellent communication, leadership, and organizational skills.
• Cultural competence and ability to work with diverse populations.
• Skilled at using computers, including familiarity and faculty with Microsoft Office programs like Word and Excel
