Summary:

The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a ‘Service Delivery Area’ comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services. 


Responsible for the oversight, supervision, direction, planning and coordination of the program budget, goals and objectives and staffing. Reviews, updates, and implements policies and procedures for the program. Ensures that program is in compliance with tribal and federal laws, policies and procedures. Ensures program is in compliance with federal requirements and regulations in relation to funding. Works as required with child and family agencies, applicable law enforcement and court systems at tribal, federal and state levels.


Essential Responsibilities and Duties:

  1. Directs and coordinates administration of the Child Support Enforcement program, ensuring compliance with applicable rules, regulations and guidelines.
  2. Prepares and monitors the program budgets. 
  3. Submits monthly reports to the CEO of Tribal Affairs on progress toward and/or needs to complete tasks and address priorities. 
  4. Ensures that the Child Support Enforcement Code reflects Ponca culture.
  5. Reviews, updates, and implements policies, procedures and forms for establishing and notifying families of child support orders.
  6. Reviews, updates, and implements policies, procedures and forms for income withholding orders.
  7. Reviews, updates, and implements policies, procedures and forms for collecting, recording and distributing child support payments.
  8. Reviews, updates, and implements policies, procedures and forms for confidentiality/safeguarding procedures and sanctions for not following procedures. Maintain complete confidentiality and honor the Privacy Act in all activities.
  9. Reviews, updates, and implements policies, procedures and forms for maintenance of records that are compliant with federal regulations.
  10. Reviews, updates and implements policies, procedures and forms for location of absent parents.
  11. Review, updates, and implements policies, procedures and forms for establishment of paternity including voluntary acknowledgment procedures.
  12. Reviews and updates cooperative agreements with states and other agencies for intergovernmental case processing.
  13. Reviews, updates, and implements policies and procedures for establishment of performance targets that the Ponca Tribe would like to monitor.
  14. Manages, supervises, and reviews Child Support Enforcement Staff, ensuring performance of duties in a timely manner for efficient operations of the child support program.
  15. Possess the ability to relate to the clients in a professional manner, as well as with federal, state, judicial and other professional representatives.
  16. Possess the ability to promote the program both internally and externally.
  17. Attend trainings and meetings. 
  18. Travel is required, which includes some out of state travel.
  19. Other duties as assigned.


Relationships and Authority:

This position has supervisory authority over all Child Support Enforcement personnel. This position must establish a working relationship with other tribal programs, IV-D program directors, funding agency, tribal, state and federal Courts.

Working Environment and Physical Demands:

Physical requirements include carrying/lifting up to 5 pounds, frequently; up to 10 pounds, regularly; and up to 25 pounds, occasionally. Visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to drive an automobile and operate computer keyboard and basic office equipment; subject to carrying, lifting, twisting and reaching to perform essential job functions. Working conditions are primarily in an office environment with occasional travel to other locations.

This position is in a professional office environment. This position requires frequent verbal and written communication including face-to-face, virtual, and telephone interactions. At times staff may be required to work with clients who are in crisis and must demonstrate empathy, understanding, respect, and advocacy while remaining calm in stressful situations. 

Qualifications:

Minimum:

  1. Bachelor’s degree in Social Work, Business or other related field; or four years related experience and/or training; or equivalent combination of education and experience
  2. Must be qualified to be bonded
  3. One year of bookkeeping, clerical and data entry skills.
  4. One year of child support enforcement experience.
  5. One year of program establishment/implementation. 
  6. General knowledge of child support, court and office terminology.
  7. Computer proficiency with Word, Excel spreadsheets, PowerPoint, and Access database programs.
  8. Excellent written and oral communication skills.
  9. Valid driver’s license and be insurable.
  10. Successfully pass drug and alcohol testing, motor vehicle, education, character, and criminal background checks.
  11. Able and willing to travel, including out of state travel.


Preferred:

  1. Master’s degree in Social Work, Business or other related field or an equivalent combination of experience and education
  2. Three years of child support enforcement
  3. Three years of program development/implementation
  4. Knowledge and understanding of Public Law 93-638; Indian Self Determination Act.
  5. One year experience working with Native Americans or Native American organizations.


Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.
