Position: Director of Authority Services/Program Administrator [1104]

Program: Amarillo, Texas – Intellectual & Developmental Disabilities (IDD) Administration

Salary: DOE

Essential duties and responsibilities:

  • Staff will maintain ethical and professional communications at all times using respectful Trauma-Informed Care language
  • Responsible for the overall operations and oversight of the IDD Authority programs including Intake, Continuity of Services, Service Coordination, OBI, CFC, PASRR, Crisis, and ECC
  • Effectively evaluates the programs, complies with contract measures, ensures person-centered trauma-informed services are provided within the programs, and maintains fiscal responsibility
  • Will work in collaboration with all provider services
  • Assists in planning, developing, and implementing program guidelines, and policies and procedures to meet standards set by HHSC for Authority Services
  • Responsible for overseeing the provision of service coordination including coordinating, linking, and monitoring resources to consumers with intellectual developmental disabilities
  • Hires, trains, and supervises assigned staff; plans, assigns, and directs work; completed performance reviews; rewards and disciplines employees; addresses complaints; and resolves problems
  • Participate in the development and implementation of departmental guidelines and procedures
  • Help to identify areas of improvement, offers solutions, and seeks ways of improving agency operation
  • Develop strategies to increase Medicaid system capacity, focus Medicaid services on specific population, etc.
  • Adheres to TPC Business Code of Conduct and reports concerns if ethical and/or business standards defined in the code are compromised

Required qualifications to be successful in the job:

  • Master's degree from an accredited college or university with a major in social, behavioral, or human service field including, but not limited to, psychology, social work, medicine, nursing, rehabilitation, counseling, sociology, human development, gerontology, educational psychology, education, or criminal justice for Qualified Intellectual Disability Professional (QIDP) credentialing
  • Minimum five (5) years of experience working with individuals with Intellectual/Developmental Disabilities
  • Minimum one (1) year of experience in guiding program delivery, supervising or leading a program/team in a clinical or administrative capacity
  • Experience working with individuals that are actively in crisis
  • Graduate work in a related field may be substituted for up to one (1) year of experience

  • Must have a valid Texas driver’s license and be insurable under agency vehicle policy
  • Must be 18 years of age or older

Preferred qualifications to be successful in the job:

  • Qualify as a Licensed Practitioner of the Healing Arts (LPHA) (LPC, LCSW, LMFT, or Licensed Psychologist) and in good standing in the state of Texas.
  • Experience in the management and oversight of a program and/or staff, including establishing outcomes, coordinating and evaluating program activities, and developing or evaluating budget requests
  • Case management experience/ability to work as a case manager within the supervised programs
  • Excellent communication, interpersonal, and conflict resolution skills 
  • Ability to build rapport quickly and effectively with individuals from diverse backgrounds
  • Bilingual
