Pay:  $95,000 - $105,000/year 

Work Schedule: M-F some evenings/weekends 

This Full Time job is eligible for Medical, Dental, Vision, Retirement, Long Term Disability, Short Term Disability, Life and Accidental Death and Dismemberment, Flexible Spending Accounts and several voluntary supplemental benefit offerings.  In addition, this position is eligible for paid time off in the form of vacation, sick, holiday, floating holiday, jury duty and bereavement leave.

 

JOB SUMMARY:

The Director II, Senior and IDD Services is responsible for the overall leadership, regulatory compliance, and financial performance of Goodwill of Colorado’s programs serving older adults and individuals with intellectual and physical disabilities. This position ensures all programs operate in full compliance with Federal and State Medicaid regulations, including billing accuracy, documentation standards, and adherence to Health Care Policy and Financing (HCPF) and Colorado Health Facilities Interactive (COHFI) requirements.

 

The Director provides oversight of multiple service lines including day programs, supported employment, transportation, and in-home services ensuring that each program delivers high-quality, person-centered outcomes. This role also serves as the Home Care Administrator, responsible for licensing, quality assurance, staff training, and compliance with all home care regulations.

 

In collaboration with internal leadership and external partners, the Director maintains strong relationships with Federal and State agencies, community organizations, and regulatory bodies to ensure program sustainability, operational integrity, and alignment with Goodwill’s mission to promote independence, inclusion, and dignity.

 

ESSENTIAL FUNCTIONS:

 

Home Care Administration:

  • Ensure compliance with educational training requirements, licensing standards, and State laws. The agency’s skilled health services are following all applicable Federal, State, and local laws.
    • Oversee regulatory responsibilities and ensure consumer rights and quality management. The completion, maintenance and submission of such reports and records as required by the department.
    • Ongoing liaison with the governing body, staff members, and the community.
    • A current organizational chart to show lines of authority down to the consumer level.
    • The management of the business affairs and the overall operation of the agency.
    • Maintenance of appropriate personnel records, financial and administrative records, and all policies and procedures of the agency.
    • Manage agency operations, personnel, financial records, and marketing activities.

 

Financial Leadership and Accountability:

  • Provide comprehensive oversight of all program budgets, ensuring fiscal responsibility, cost efficiency, and alignment with Goodwill of Colorado’s social enterprise model.
  • Lead the development and management of operating and capital budgets for multiple program sites, ensuring accurate forecasting, responsible resource allocation, and adherence to financial targets.
  • Monitor program return on investment (ROI) and implement financial strategies to improve sustainability while advancing Goodwill’s mission.
  • Ensure all Medicaid billing, documentation, and reimbursement processes meet Federal and State requirements, maintaining full audit readiness at all times.

 

Regulatory Compliance and Quality Assurance:

  • Oversee all licensing, certification, and compliance activities related to day programs, in-home services, and other operations serving individuals with intellectual and developmental disabilities (IDD) and older adults.
  • Ensure adherence to Colorado Department of Public Health and Environment (CDPHE), Health Care Policy and Financing (HCPF), Colorado Health Facilities Interactive (COHFI), and CARF standards.
  • Develop and implement continuous quality improvement systems that monitor documentation accuracy, service delivery, and consumer outcomes.
  • Lead compliance audits and corrective action planning to maintain Goodwill’s standing as a provider of choice in the State of Colorado.

 

Program Management and Strategic Development:

  • Direct the operations of multiple service programs across diverse populations, ensuring person-centered, high-quality care that meets or exceeds outcome targets.
  • Design and implement strategic management tools and data systems to evaluate performance, measure outcomes, and inform executive-level decision-making.
  • Lead the development of new and innovative programs that respond to emerging community needs, demographic trends, and statewide service gaps.
  • Integrate forward-thinking approaches to expand service capacity, diversify revenue streams, and strengthen Goodwill’s impact in aging and disability services.

 

Leadership and Workforce Development:

  • Recruit, develop, and lead a high-performing team of managers and program specialists across all assigned divisions.
  • Foster a culture of accountability, collaboration, and mission alignment, ensuring staff are trained and supported in all aspects of Medicaid compliance and quality care delivery.
  • Provide mentorship and leadership development opportunities to build internal capacity and succession readiness.

 

Stakeholder and Partnership Engagement:

  • Maintain strong relationships with State and Federal agencies, local governments, and community partners to ensure alignment with public policy and funding priorities.
  • Represent Goodwill of Colorado in statewide initiatives, policy discussions, and professional associations related to aging and disability services.
  • Collaborate with internal leadership to advance organizational goals, strengthen Goodwill’s reputation, and enhance the organization’s role as a trusted community partner.

 

Strategic and Mission Integration:

  • Align all programs and initiatives with Goodwill’s mission and business objectives, balancing social impact with financial sustainability.
  • Contribute to enterprise-wide strategic planning and operational performance reviews.
  • Drive innovation by identifying emerging trends and leveraging data to enhance service delivery and community impact.

 

QUALIFICATIONS:

Education:

  • A Bachelors degree in Social Work, Business, Sociology, or related field; or equivalent experience is required.

 

Experience:

  • In-depth knowledge of Medicaid billing systems, documentation requirements, and compliance with Federal and State regulatory standards.
  • Minimum of three (3) years of direct service experience supporting individuals with disabilities, seniors, or other disadvantaged populations.
  • Three (3) to five (5) years of progressive supervisory or management experience in social services, counseling, rehabilitation, or special education settings.
  • Demonstrated proficiency in fiscal management, including the oversight of complex program budgets, capital expenditures, and data-driven financial decision-making.
  • Advanced computer literacy with the ability to navigate multiple information management systems (IMS), Microsoft Office Suite (Word, Excel, PowerPoint), and utilize emerging AI-driven tools to enhance reporting, data analysis, and operational efficiency.

*Per auto vehicle insurance carrier requirements: For applicants/employees to qualify for inclusion on the Goodwill driver insurance schedule, for purpose of driving Goodwill fleet vehicles, or for purpose of receiving company mileage reimbursement they must be at least:

  • 21 years of age (not engaged in passenger transportation),
  • 25 – 70 years of age for all passenger transportation services,
  • 25 years of age for CDL.
