Job Description:

The Department of Health and Human Services is seeking a dynamic individual with keen attention to detail to join their Medicaid and Long-Term Care Team as the Fiscal Project Analyst.

The DHHS Fiscal Project Analyst – Rural Health Transformation Program (RHTP) is responsible for performing complex financial and analytical work in support of federal grant programs, with a focus on the Rural Health Transformation Program. This role combines financial analysis, budget oversight, and grant compliance to ensure accurate reporting, effective use of funds, and alignment with state and federal requirements.

This position works closely with program leadership, finance staff, and external partners to support data-driven decision-making and maintain compliance with federal grant requirements

Examples of Work:

  • Perform complex financial analysis of RHTP expenditures, revenues, and budget activity
  • Monitor and track grant expenditures to ensure alignment with approved budgets and funding requirements
  • Support development, preparation, and ongoing management of grant budgets and financial projections
  • Review financial data, invoices, and supporting documentation for accuracy and compliance with federal and state regulations
  • Assist in subrecipient monitoring activities, including financial desk reviews and documentation validation
  • Analyze operational and financial trends to support program decision-making
  • Prepare reports, dashboards, and ad hoc analyses for leadership and external stakeholders
  • Respond to internal and external data requests related to RHTP financial activity
  • Collaborate with program, finance, and compliance teams to ensure proper fiscal controls and reporting
  • Analyze assisted living facility (ALF) claims data to calculate and reconcile payments to facilities, and ensuring alignment with program requirements and funding parameters
  • Support audit activities, including preparation of documentation and responses

Hire Rate: $26.611 per hour – Exempt

Dress Attire: Business Casual

Location: Lincoln – Nebraska State Office Building


 

Requirements / Qualifications:

Minimum Qualifications: Post high school education in any of the following areas: accounting, finance, public or business administration, economics, statistics, mathematics, computer science, or related areas. AND/OR Experience in any of the areas above including responsibility for any of the following functions: fiscal or accounting systems analysis; budget analysis or preparation; cost/benefit accounting and/or analysis; design and/or development of accounting control and reporting systems; financial auditing; fiscal records, management; or related areas.

Preferred Qualifications:

  • Bachelor’s degree in accounting, finance, public administration, economics, or related field
  • Experience with federal grants management or public sector finance
  • Experience working with large datasets and financial reporting tools
  • Knowledge of federal grant requirements
  • Experience with budget forecasting and expenditure tracking
  • Advanced Excel skills (pivot tables, lookups, data analysis)
  • Strong financial and analytical background.
  • Experience working with Medicaid finance or healthcare reimbursement
  • Experience with financial modeling, reconciliations, and variance analysis
  • Knowledge of systems like E1, MMIS, or similar Medicaid data environments.

  • Understanding of federal and state financial regulations and grant compliance requirements
  • Strong analytical and problem-solving skills
  • Ability to work with large, complex datasets and translate findings into actionable insights
  • Ability to manage multiple priorities and meet deadlines
  • Strong written and verbal communication skills
  • Ability to collaborate across teams and provide clear financial guidance
