POSITION SUMMARY

The Deputy Director is a senior clinical leader who works alongside the Chief Executive Officer to direct the daily clinical and program operations of Garfield Counseling Center, a SAMHSA-certified, CARF-accredited Opioid Treatment Program (OTP) serving Chicago’s West Side. This role requires extensive, hands-on clinical experience in substance use disorder (SUD) treatment, including Medications for Opioid Use Disorder (MOUD) / Medication-Assisted Treatment (MAT). The Deputy Director ensures that services meet federal and Illinois regulatory requirements, oversees grant-funded programs from award through closeout, and leads the clinical team in delivering safe, person-centered, evidence-based care.

Extensive clinical experience is required for this position. Candidates without a substantial record of direct clinical practice and clinical supervision in SUD or behavioral health settings will not be considered.



ESSENTIAL DUTIES AND RESPONSIBILITIES

Clinical Leadership and Oversight

  • Provide day-to-day clinical leadership of OTP and outpatient behavioral health services in partnership with the Medical Director and Nurse Supervisor.
  • Supervise counselors, case managers, and support staff; provide or coordinate clinical supervision consistent with Illinois licensure standards and credentialing requirements.
  • Review clinical documentation, including assessments, ASAM level-of-care determinations, individualized treatment plans, progress notes, and discharge plans, for quality, timeliness, and medical necessity.
  • Staff complex cases, consult on high-risk patients, and support crisis response and overdose-prevention protocols.
  • Promote trauma-informed, recovery-oriented, and culturally responsive care across all programs.

MOUD / MAT Program Compliance (Federal and Illinois)

  • Ensure OTP operations comply with 42 CFR Part 8 (federal OTP standards), including admission criteria, required counseling and medical services, take-home medication eligibility and safeguards, and the program’s diversion control plan.
  • Maintain compliance with Illinois licensure requirements for SUD treatment under 77 Ill. Adm. Code Part 2060, administered by the Illinois Department of Human Services, Division of Behavioral Health and Recovery (IDHS/DBHR, formerly SUPR).
  • Protect patient confidentiality in accordance with 42 CFR Part 2 and HIPAA, including consent-to-release procedures and staff training.
  • Support Drug Enforcement Administration (DEA) registration requirements for narcotic treatment programs, including medication security, inventory, and recordkeeping, in coordination with the Medical Director and nursing staff.
  • Ensure patients are informed about all FDA-approved medications for opioid use disorder and have access to overdose education and naloxone, consistent with Illinois requirements.
  • Oversee procedures to prevent dual enrollment across OTPs and support coordination of care with prescribers, pharmacies, and the Illinois Prescription Monitoring Program (PMP) as appropriate.
  • Maintain readiness for SAMHSA certification, CARF accreditation, IDHS/DBHR licensure reviews, Illinois Medicaid (HFS) and managed care organization audits, and DEA inspections; lead corrective action plans when findings arise.

Grant Tracking, Management, and Reporting

  • Manage the full lifecycle of federal, state, and private grants, including application support, award implementation, budget monitoring, and closeout.
  • Maintain a grant tracking system of award terms and conditions, deliverables, key personnel, budget periods, and reporting deadlines for every active award.
  • Monitor grant expenditures against approved budgets in partnership with the finance team; ensure costs are allowable, allocable, and documented in accordance with 2 CFR Part 200 (Uniform Guidance).
  • Prepare and submit programmatic and performance reports on time, including SAMHSA progress reports and GPRA/SPARS data collection and entry, and support Federal Financial Report (FFR) preparation.
  • Ensure compliance with the Illinois Grant Accountability and Transparency Act (GATA) for state-funded awards, including required reporting and portal maintenance.
  • Track grant-funded staff time and effort, patient enrollment, and outcome measures; use data to demonstrate program impact and support continuation and new funding.
  • Serve as a point of contact with funders and program officers regarding grant performance, budget revisions, and prior-approval requests.

Operations, Strategy, and Partnerships

  • Assist the CEO in developing and implementing organizational strategies, goals, and annual operating plans.
  • Participate in budget development and monitor program budgets to ensure financial accountability and sustainability.
  • Lead program development and quality improvement initiatives, and regularly assess program effectiveness using clinical and operational data.
  • Conduct staff performance evaluations and support recruitment, onboarding, training, and retention of clinical staff.
  • Build and maintain relationships with community partners, referral sources, hospitals, justice-system partners, and funders.
  • Represent the organization at meetings, conferences, and public events; act on behalf of the CEO when delegated.



MINIMUM QUALIFICATIONS

  • Extensive clinical experience (required): a minimum of five (5) years of direct clinical practice in substance use disorder or behavioral health treatment.
  • At least three (3) years of experience in an Opioid Treatment Program or other MOUD/MAT setting.
  • At least two (2) years of experience providing clinical supervision and supervising staff.
  • Bachelor’s degree in Social Work, Counseling, Psychology, Addiction Studies, Public Administration, or a related field.
  • Working knowledge of 42 CFR Part 8, 42 CFR Part 2, 77 Ill. Adm. Code Part 2060, ASAM Criteria, and HIPAA.
  • Demonstrated experience managing grants, including budget monitoring and programmatic reporting.
  • Strong skills in budgeting and financial management, and proficiency with electronic health records and Microsoft Office.
  • Ability to pass a background check as required for SUD treatment and DEA-registered program settings.



PREFERRED QUALIFICATIONS

  • Master’s degree in Social Work, Counseling, Psychology, Public Health, or a related field.
  • Illinois Certification Board credential as a Certified Alcohol and Drug Counselor (CADC) or Certified Supervisor Alcohol and Drug Counselor (CSADC), or an equivalent Illinois credential.
  • Illinois clinical licensure (e.g., LCSW, LCPC) or eligibility.
  • Experience with SAMHSA discretionary grants, GPRA/SPARS reporting, eRA Commons, and the Payment Management System.
  • Experience preparing for CARF surveys, SAMHSA certification, or IDHS/DBHR licensure reviews.
  • Experience working with Illinois Medicaid and managed care organizations.

WORK ENVIRONMENT

This is an in-person position based at the Garfield Counseling Center main site in Chicago, IL. The role works in a clinical outpatient setting and may occasionally require early-morning, evening, or weekend availability to support program operations, audits, or community events.
