About the Role:

The Culture and Engagement Office provide strategic leadership to strengthen employee experience, enhance organizational culture, and ensure effective performance support across the agency. This position develops and oversees organization-wide engagement initiatives, leads efforts to improve supervisor capability, refines the performance development framework, and drives data informed decisions that support retention, workforce development, employee engagement strategies and organizational inclusivity. This role partners with senior leadership and cross functional teams to build a high performing, mission aligned workforce and ensure that the organization's culture supports operational excellence. 


Essential Responsibilities:

Employee Engagement & Organizational Culture

  • Design and implement organization-wide employee engagement initiatives.
  • Develop and administer employee engagement surveys and analyze results.
  • Present recommendations and action plans to leadership.
  • Lead employee recognition, onboarding, and retention programs.
  • Promote a positive, inclusive, and mission-driven workplace culture.


Performance Management & Improvement

  • Lead the development and continuous improvement of performance management systems.
  • Provide guidance on performance concerns, corrective action, and improvement plans.
  • Ensure consistency and compliance in performance management practices across departments.
  • Support managers in maintaining effective documentation and accountability processes. 


Leadership Development

  • Collaborate with training and professional development teams to strengthen supervisory skills.
  • Develop leadership resources, toolkits, and coaching programs.
  • Support initiatives that enhance management effectiveness and leadership succession planning.


Workforce Analytics & Risk Management

  • Analyze workforce metrics including engagement, turnover, attendance, and disciplinary trends.
  • Create executive dashboards and reports to support strategic decision-making.
  • Identify organizational risks and recommend proactive solutions.
  • Support compliance with employment laws, regulations, and organizational policies.


Organizational Development & Change Management

  • Lead cross-functional initiatives that improve communication, trust, and collaboration.
  • Support organizational change efforts related to systems, processes, and strategic initiatives.
  • Champion continuous improvement and employee-centered practices across the organization.


What You’ll Need:

  • Minimum age: 18
  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, Psychology, Social Work, Public Administration, Human Services, Communications, or a related field.
  • Minimum of five (5) years of progressively responsible experience in employee engagement, organizational development, human resources, workforce development, culture management, or a related area. 
  • Experience analyzing workforce data and presenting recommendations to leadership.
  • Excellent communication, facilitation, coaching, and relationship-building skills.


Supervisory Responsibility: This position has no supervisory responsibilities. 


Work Environment: Professional office environment within the Charles lea Center. Standard work schedule of Monday through Friday, 8:00 a.m. to 5 p.m. (40 hours per week). Occasional additional hours may be required during engagement events and organizational initiatives. All programs have frequent use of computers and/or laptop, household appliances, Center-owned vehicles, Center-owned cell phone, assigned adaptive equipment that supports the person. 



Physical Demands: This role involves regular standing, walking, lifting (up to 15 lbs), and hands-on support. Reasonable accommodations are available.


Travel: Travel may be required for organizational events and training when applicable.
