What You'll Do

As a Community Program Manager, you will:

  • Provide leadership and operational oversight of Employment Services, In-Home and Community Supports (IHCS), and Community Participation Support (CPS) programs. 
  • Ensure compliance with Pennsylvania ODP regulations, waiver requirements, licensing standards, and organizational policies.
  • Develop and implement program goals, quality improvement initiatives, and performance measures. 
  • Monitor service utilization, staffing levels, program outcomes, and budget performance. 
  • Promote person-centered practices that support individual choice, independence, self-determination, and community integration. 
  • Develop and maintain relationships with individuals served, families, Supports Coordinators, employers, and community partners. 
  • Recruit, train, mentor, supervise, and evaluate staff while fostering a positive and accountable workplace culture. 
  • Oversee employment services that support competitive integrated employment opportunities and successful job outcomes. 
  • Monitor compliance, quality assurance activities, incident management, and ISP implementation. 
  • Assist with budgeting, staffing, resource allocation, productivity monitoring, and operational performance. Represent the organization at community meetings, provider forums, and professional associations. 
  • Advocate for meaningful community inclusion and high-quality services for individuals with intellectual and developmental disabilities.

Qualifications

Required:

  • Bachelor's degree in Human Services, Social Work, Psychology, Rehabilitation, Special Education, Healthcare Administration. 
  • Minimum of Two (2) years of experience supporting individuals with intellectual and developmental disabilities.
  • Knowledge of Pennsylvania ODP regulations, waiver services, and HCBS requirements.
  • Strong leadership, organizational, communication, and problem-solving skills. 
  • Proficiency with Microsoft Office and electronic health record/documentation systems. 
  • Valid driver's license and acceptable driving record. 
  • Ability to obtain ACRE Training within six (6) months of employment.

Preferred:

  • Minimum of three (3) years of supervisory or management experience. 
  • Experience managing Employment Services, Community Participation Support (CPS), or In-Home and Community Supports (IHCS) programs. 
  • Experience working with individuals with intellectual and developmental disabilities.

Schedule

  • Full-Time
  • Primarily daytime business hours
  • Frequent travel throughout assigned service areas required
  • Participation in on-call responsibilities as assigned
  • Occasional evening and weekend work may be required
  • Direct support coverage may be required when backup plans are activated

Physical Requirements

  • Ability to sit, stand, walk, bend, stoop, reach, lift, and climb stairs as needed. 
  • Ability to drive a vehicle and travel frequently within assigned service areas.
  • Ability to operate standard office equipment and electronic documentation systems.
  • Ability to perform essential job functions with or without reasonable accommodation.
