Empowered Services is a one-on-one Attendant Care agency serving 200+ individuals with
intellectual and developmental disabilities across Oregon and we’re still growing. No group
homes, no facilities. Every caregiver works 1:1 in the person’s own home and community.

About the Role
We’re hiring a Community Partnerships & Growth Manager whose primary mission is building
the strategic relationships that grow our caregiver workforce, strengthen referral pipelines, and
connect IDD families with services.

This role serves as a key public representative of Empowered Services and leads strategic
outreach, referral development, community visibility, and long-term growth efforts across
Oregon’s IDD community. You’ll help grow both of Empowered’s core pipelines: customer
growth and workforce growth.

This role is approximately 60% strategic partnerships and growth, 40% outreach and events
execution. You’ll develop the leads; Intake and Recruitment help convert them into placements
and hires.

This role reports directly to the Chief Executive Officer and is ideal for someone who can think
strategically, represent the agency with confidence, and execute with consistency.


Compensation & Benefits
Hourly rate: $30.00+/hour commensurate with experience
Schedule: Monday–Friday, 8:00 AM–4:30 PM (flexible; occasional evening/weekend events/
all hours compensated)

What You’ll Do


Build Strategic Partnerships (Primary Function) 

  • Develop and maintain partnerships with brokerages, CDDP case managers, advocacy, organizations, schools, and workforce development agencies
  • Represent Empowered Services at community meetings, networking events, and partner
    presentations — independently and alongside the CEO
  • Build referral relationships that generate family inquiries and caregiver candidates
    Identify partnership opportunities that expand the agency’s reach, visibility, and long-
    term growth across Oregon’s IDD community

Grow the Customer & Workforce Pipelines

  • Generate and nurture qualified leads through strategic outreach, relationship-building,
    and community engagement
  • Develop referral pathways that support customer growth and regional visibility
    Track referral sources, outreach outcomes, partnership development, and pipeline
    trends to measure what’s working
  • Partner with leadership, recruiting, intake, and operations to ensure strong handoff and
    follow-through

Plan & Execute Community Events

  • Plan and lead hiring events, job fairs, outreach campaigns, and community-facing events
  • Organize hosted events for IDD individuals, families, and team members
  • Ensure events convert into both qualified hires and customer connections
  • Manage event logistics, promotion, coordination, and outcomes tracking

Direct Brand & Outreach Strategy

  • Provide strategic direction for community-facing content; support staff handles day-to-
    day design and posting
  • Guide newsletters, presentations, and speaking opportunities that build agency visibility
    Partner with internal teams on outreach materials and community-facing
    communications
  • Help ensure messaging reflects Empowered Services’ mission, professionalism, and

values

What Success Looks Like

  • Partnership relationships are active and generating referrals across your region
  • Family inquiries and caregiver leads flow consistently to the right internal teams
  • By 90 days, you know the key partners, attend meetings independently, and the
    community recognizes Empowered’s name
  • Events are tied to measurable outcomes, not just attendance
  • Growth efforts are organized, visible, and aligned with long-term agency goals
  • Referral and outreach efforts are tracked, organized, and producing consistent results.

What You Bring
Required:


  • Proven experience building institutional or community partnerships with demonstrated
    referral, outreach, or business development results
  • Executive-level communication and presentation skills; comfortable representing an
    organization in public
  • Strong relationship-building skills across diverse communities and organizations
  • Strong organization, follow-through, and the ability to manage multiple partnerships, events,
    and priorities at once
  • Strategic thinking paired with hands-on execution
  • Comfort working cross-functionally with leadership and internal teams
  • Proficiency with Google/Windows platforms; Canva or similar tools preferred
  • Reliable transportation for regular local and regional travel
  • Ability to pass Oregon’s Background Check Unit (BCU) screening; high school diploma or

GED required

You’ll Stand Out If You Have

  • Experience in IDD services, disability advocacy, human services, provider relations, or
    healthcare community relations
  • Existing relationships with Oregon brokerages, CDDPs, or IDD advocacy organizations
  • Bilingual fluency in Spanish and English

Familiarity with referral tracking, CRM tools, or outreach analytics
