Community Intervention Specialist

Department of Housing

Hourly Rate: $25.37 - $38.03

The Department of Health and Human Services Housing Division supports individuals with accessing and maintaining housing. We strive to provide Milwaukee County residents in need with a safety net, decent and safe affordable housing, and a connection to opportunities which improve their quality of life. We use available funding sources in the most equitable and efficient manner.

Job Summary: The Community Intervention Specialist – Supportive Housing Liaison will support the Milwaukee County Housing Services mission to promote housing stability, recovery, and self-sufficiency using Housing principles. This position will divide time between direct program oversight of West Haven, a transitional housing program for women and families fleeing domestic violence and/or sex trafficking. This role will also serve as a liaison to several permanent supportive housing buildings to promote tenant stabilization, eviction prevention, and collaboration among property management as well as supportive service providers.

Job Duties:

• Attend referral staffing, to facilitate referral move ins and intake. Enter data into tracking system. Coordinate building related needs.
• Provide regular onsite support for residents and support staff. Provide residents with referrals to community resources, collaborate support of needs, utilize trauma informed and de-escalation techniques.
• Serve as a liaison for supportive housing buildings. Collaborate with property management and contracted supportive services agencies. Participate in monthly utilization reviews, attend resident meetings, and other on-site events as appropriate.
• Support building teams in addressing tenant concerns early, with a focus on eviction prevention and housing retention. Advocate for client needs, provide resources as needed, coordinate staffing for tenants who are struggling, and maintain communication with community-based service providers.
• Up to 70% of travel within the community is required for this position.
• Perform other duties as assigned.

Minimum Requirements:

• Current resident of the State of Wisconsin
• Current Wisconsin Driver's License and access to a reliable insured vehicle; both must be maintained throughout employment
• Must be able to travel extensively within the community
• A Bachelor’s degree or higher in Social Work or a Human Services related field from an approved college or university
• At least one (1) year of experience working with the homelessness population in the supportive housing field, human services, or related experience is required.
• At least intermediate experience with computer and software applications such as Microsoft Word and Microsoft Excel

Knowledge, Skills and Abilities: Knowledge of housing programs and opportunities as they relate to homelessness and individuals/families facing eviction. Knowledge of available housing resources; referrals and knowledge of the permanent supportive housing model; landlord evictions, and the ability to work with individuals with a wide range of housing prevention need. Ability to manage county funds that can be used for qualifying individuals.
