Summary of Program and Position: 

Comprehensive Counseling and Support Services helps families provide a safe home for their children with integrated services such as skill building, counseling, parenting classes, crisis intervention and ohana time visits. Referred by DHS Child Welfare Services or Voluntary Case Management or Family Strengthening Services.

The Clinical Supervisor/Therapist provides direct supervision and oversight of the Clinical Therapists service activities which include assessments, goal planning, coordinating other services and clinical counseling for children families enrolled in the program. The Clinical Supervisor/Therapist supervises the delivery of voluntary, culturally appropriate, and strengths-based child abuse and neglect prevention services to low to high-risk families referred by the Department of Human Services (DHS). In addition, this position will carry a caseload providing the same services and activities as the Clinical Therapists and acting as backup if needed. This position is under the direct supervision of the Assistant Program Director. This position communicates extensively with the master contractor director, the EIFS Program Director, the Outreach Worker, the entire CCSS team and community providers.

Essential Job Functions: 

1. Behave in a manner that supports the agency's mission and follows personnel policies and procedures.

2. Provide leadership and clinical supervision to Clinical Therapists and assumes all the responsibilities of a supervisor with the staff who report directly to this position including being on-call 24 hours a day/7-days a week to support staff members and clients. The supervisor provides backup clinical services to families and their children enrolled in the program when the need occurs.

3. Ensure that the program is operating in a manner consistent with the standards and guidelines established by funders, state law and the policies and procedures of the agency. Monitors the quality of services to all families and reviews and tracks the timely and accurate completion of data entry, forms, and assessments.

4. Complete service assessments and develop Family Centered Case Plans (FCCP)with the DHS and family; conducts screens, and assessments; provides individual, conjoint, or family counseling to include clinical therapy for up to 12 months.

5. Ensure service activities support short and long-term goals and are designed to promote protective factors. Ensuring that the delivery of service is done in a trauma-informed approach consistent with the standards and guidelines established by funding agencies and state law utilizing evidence based, evidenced informed or promising practice principles.

6. Maintain effective working relationships with funders, collaborators, state agencies, and other providers.

7. Ensure coordinated care and services are aligned with the DHS Family Service Plan and on target for completion.

8. Participate and attend required and assigned training, supervision, and consultation.

Education / Training/Experience:

  1. Master’s degree in social work, psychology, or a human services field or a related field from an accredited institution; And a minimum of two (2) years of experience.
  2. Experience needed in working with parents/caretakers who harmed their children or threatened their children with harm and children who experienced harm or were threatened with harm and experienced trauma and loss.
  3. Proven supervisory experience shall include, but not limited to, individual staff, volunteer, and program effectiveness, and outcome measures highly desired.

1. Possesses and maintains a valid Driver’s License.

2. Has daily access to an automobile.

3. Possess and maintains proof of no-fault insurance.

4. Has daily access to an automobile that meets Hawaii Department of Transportation standards, children under the age of 13 yrs must sit in the backseat while in an operating vehicle and children until the age of 10-12 (at a minimum of 9 yrs old) must be secured in a child safety care seat/booster seat.

5. Can obtain an acceptable pre-hire driver’s abstract and annually thereafter.

6. Can obtain an acceptable Fingerprint (FBI) Background Check upon initial hire and as requested.

7. Can obtain a State Criminal History check upon initial hire, one year later, and every other year thereafter or as requested.

8. Can obtain an acceptable CWS child abuse registry check upon initial hire, one year later, and every other year thereafter or as requested.

9. Can obtain an acceptable National Sex Offender child abuse registry check upon initial hire, one year later, and every other year thereafter or as requested.

10. Must have a cell phone for use in emergencies at off-site locations.
