The Clinical Supervisor will provide oversight for the HOPE Program within Outpatient Services. This position will provide leadership, clinical oversight, and supervision for Substance Use Disorder (SUD), Mental Health, and Certified Alcohol and Drug Counselor (CADC) staff delivering mental health and co-occurring substance use disorder treatment services. This position ensures the provision of high-quality, ethical, trauma-informed, and client-centered care that complies with applicable Oregon Administrative Rules (OARs), contractual requirements, accreditation standards, and professional best practices. The Clinical Supervisor is responsible for maintaining clinical service quality, supporting staff credentialing and professional development, promoting the implementation of evidence-based practices related to substance use disorders and problem gambling, and fostering effective collaboration with internal teams and community partners. The role supervises six or more employees and exercises moderate independent judgment in applying established policies, procedures, and clinical standards to achieve program goals and positive client outcomes.

 

Education & Experience


Master’s degree in a QMHP-qualifying field (e.g., social work, psychology, counseling, behavioral science, or related field). Alternatively, three years of full-time, relevant clinical experience in behavioral health, mental health, or substance use disorder treatment that demonstrates the knowledge, skills, and abilities required for this position may be substituted for the degree on a year-for-year basis.
At least three years of progressively responsible clinical experience in mental health, substance use disorder, or related behavioral health settings, including experience providing clinical supervision or leadership.
Experience applying mental health diagnostic frameworks (DSM-5) and ASAM criteria for co-occurring mental health/substance use disorders.
Experience working with multidisciplinary teams and collaborating with community partners.


 

Certificates, Licenses, and/or Registrations


Certified Alcohol and Drug Counselor II (CADC II) credential, or higher-level credential, required.
Qualified Mental Health Professional (QHMP) credential, or higher-level credential required.



Certified Gambling Addiction Counselor II (CGAC II) preferred or must be attained within six (6) months of date of hire.


 

Essential Job Duties


Provide clinical supervision to QHMPs, CADCs, interns, and multidisciplinary team members to ensure ethical practice, credential development, and high-quality service delivery aligned with best practices and Oregon Administrative Rules (OARs) for mental health and substance use disorder treatment.
Conduct individual and group clinical supervision to support clinician development in mental health diagnostic assessments (e.g., DSM-5 criteria), ASAM assessments for co-occurring SUD, engagement strategies, treatment planning, and the application of evidence-based practices, ensuring compliance with OARs and professional standards.
Develop individualized supervision plans and offer strengths-based feedback to support performance growth, clinical confidence, and credential attainment (QHMP and CADC).
Coordinate onboarding, training, and scheduling of new mental health staff and interns to ensure effective orientation, role clarity, and alignment with program expectations.
Support the integration of trauma-informed and person-centered approaches to promote client-driven care for individuals experiencing mental health and co-occurring disorders.
Monitor and evaluate clinical documentation, service delivery, and billing practices to support compliance with mental health contracts and OARs, prevent fraud/waste/abuse, and maintain financial sustainability.
Provide direct clinical services, including mental health and SUD assessments, group facilitation, and case consultation, to model high clinical standards and ensure continuity of care.
Lead crisis response efforts and provide real-time supervision during emergencies to protect client and staff safety and ensure appropriate intervention strategies are followed.
Facilitate reflective supervision and team case consultation to promote critical thinking, shared learning, and integrated care planning across problem gambling and SUD domains.
Train and supervise staff in the use of Feedback Informed Treatment (FIT) to improve client engagement and clinical outcomes.
Collaborate with internal teams and external stakeholders (e.g., courts, coordinated care organizations, community treatment providers) to support integrated and coordinated care for clients.
Support hiring, performance management, and retention efforts to build a high-performing, mission-aligned clinical team and foster a culture of excellence and growth.
Participate in program planning, evaluation, and continuous quality improvement initiatives to enhance problem gambling services and meet program goals.
Track contract deliverables and outcome measures in Problem Gambling services to ensure compliance and responsiveness to community needs.
Represent the program in community and interagency meetings to promote positive partnerships and enhance referral networks.
Perform other job-related duties as assigned to support program and organizational objectives.


 

Knowledge, Skills, & Abilities


Knowledge of supervision models, clinical theories, and evidence-based practices (EBPs) in mental health and co-occurring disorder treatment.
Knowledge of mental health diagnostic frameworks (DSM-5), screening tools, and treatment approaches, as well as SUD frameworks including ASAM, to ensure appropriate level-of-care determinations and accurate diagnostic impressions.
Knowledge of signs, symptoms, and diagnostic criteria for mental health and co-occurring disorders, including behavioral addictions.
Knowledge of legal, ethical, and regulatory frameworks governing mental health and SUD counseling, including OAR standards, HIPAA, CFR 42 Part 2, and credentialing requirements (QHMP/CADC/CGAC).
Knowledge of trauma-informed care and social determinants of health to promote safe and client-centered therapeutic relationships.
Knowledge of person-centered and strength-based planning approaches to empower clients and guide effective goal development.
Knowledge of documentation standards, audit-readiness, and billing practices for mental health and SUD services to ensure accuracy, reimbursement integrity, and compliance.
Skill in clinical evaluation, treatment planning, and care coordination for individuals with mental health disorders, SUD, or both, to support recovery across multiple service domains and systems.
Skill in delivering and supervising evidence-based interventions such as Motivational Interviewing, Cognitive behavioral therapy (CBT) BT for mental health and SUD, relapse prevention, and financial recovery interventions.
Skill in providing individualized supervision and professional mentorship to build clinical skills, foster growth, and prepare staff for mental health and CADC credentialing.
Skill in monitoring performance, conducting file audits, and using feedback mechanisms (e.g., FIT data, supervisory tools) to inform clinical development and improve outcomes.
Skill in facilitating cross-disciplinary collaboration and external partnerships to ensure continuity of care, reduce service gaps, and advocate for client needs.
Skill in conflict resolution and de-escalation to manage crisis situations, support staff, and maintain client safety.
Skill in facilitating reflective supervision, critical thinking, and ethical decision-making to enhance clinical judgment and foster professional growth.
Skill in guiding, mentoring, and developing QHMP and CADC staff through individualized supervision, fostering professional growth, and supporting their development.
Skill in providing clear, specific, and constructive feedback on clinical performance, conceptualization of client needs, and the application of EBPs for co-occurring and SUD.
Skill in collaborating with counselors, peers, leaders, and healthcare providers to support client recovery.
Skill in conducting and supporting team members in conducting comprehensive mental health and SUD assessments, developing person-centered treatment plans, and coordinating care across systems and resources.
Skill in trauma-informed care principles, creating a therapeutic environment sensitive to clients’ experiences of trauma.
Ability to promote a positive and collaborative work environment to enhance staff morale, reduce turnover, and support program cohesion.

Ability to apply data and outcome measures (e.g., FIT scores, performance dashboards, gambling contract outcomes) to guide supervision and enhance service effectiveness.
Ability to provide supervision on the integration of relevant EBPs into co-occurring and SUD treatment, ensuring adherence and positive client outcomes.
Ability to collaborate effectively with a multidisciplinary team, including governmental and community agencies, within the scope of co-occurring and SUD treatment.
Ability to balance clinical leadership and administrative responsibilities to ensure high-quality service delivery and compliance with operational standards.
Ability to represent VOA Oregon professionally in community and interagency settings to foster collaborative relationships and promote the organization’s mission.


 

Other Eligibility Requirements


Must complete a criminal history background check and receive authorization from the State of Oregon’s Background Check Unit.
Must not be excluded from participation in federal healthcare programs, including but not limited to listings on the Office of Inspector General (OIG) List of Excluded Individuals/Entities and the System for Award Management (SAM) exclusion list.
Must be legally authorized to work in the United States without sponsorship.
If driving is required for the position, the individual must have an active driver’s license, current insurance, reliable transportation, and ability to meet VOA Oregon’s and VOA Oregon’s insurer’s driver standards.


 

Supervisory Responsibilities

This position provides direct supervision to approximately 6–8 employees and is responsible for delivering consistent guidance, performance follow-up, and clinical supervision to support staff development and ensure quality of care.

 

Physical Demands & Work Environment

The work environment characteristics described here may be encountered by an employee while performing the essential duties of this job. The work is primarily performed in a professional office setting with frequent use of standard office equipment such as computers, phones, and printers. Occasional travel between program sites, partner sites, and to community meetings is required. The noise level is generally low to moderate. Must be prepared to manage client crises and/or emergencies.

 

Position Type/Expected Hours of Work

This is a full-time position; Tuesday-Saturday.
