“The Clinical Manager leads client care and the clinical team at Anuvia’s residential treatment facility — ensuring every service is person-centered, recovery-oriented, trauma-informed, and delivered to the highest clinical and regulatory standard.” |
The Clinical Manager is responsible for supervising, implementing, coordinating, and managing client care at Anuvia’s residential treatment facility in accordance with all applicable laws, regulations, policies, and procedures. This role combines hands-on clinical leadership with program management: the Clinical Manager provides clinical supervision to the facility’s counselors and other assigned clinical staff, oversees the daily operation of ASAM Level 3.5 residential services, and ensures that every admission, treatment plan, and discharge meets medical-necessity, regulatory, and quality standards.
To perform this job successfully, an individual must be able to perform the following satisfactorily; other duties may be assigned. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Essential Duties & Responsibilities |
Clinical Leadership & Supervision
- Provide administrative and clinical leadership to ensure delivery of services in compliance with Service Definitions and all applicable federal, state, and agency regulations.
- Provide clinical supervision, mentoring, and training to clinical counselors, paraprofessional staff, and interns — including coordination of supervision schedules and documentation in accordance with licensure and regulatory requirements.
- Participate in recruitment, hiring, onboarding, performance evaluations, corrective action, and termination processes to maintain a qualified, compliant, and effective clinical team.
- Train staff on clinical processes, service delivery, and documentation standards; monitor performance and documentation to ensure compliance with state, agency, and payer requirements.
- Support professional development, credentialing, and ongoing competency of staff; coordinate supervision and training for interns and students, as applicable.
- Promote a positive and professional work environment by modeling ethical behavior, effective communication, and supportive supervision.
- Ensure staff knowledge of and adherence to organizational policies, procedures, professional standards, governing board requirements, and ethical codes.
- Ensure adequate staffing coverage and demonstrate flexibility by performing the duties of subordinate roles when necessary to maintain continuity of services and compliance with staffing requirements.
Residential Program Oversight (ASAM Level 3.5)
- Provide general administrative and operational oversight of ASAM Level 3.5 services as delegated.
- Manage and oversee admissions, continued stay reviews, discharges, and transitions of care in accordance with ASAM Criteria and NC Medicaid Clinical Coverage Policy 8D-5.
- Ensure initial abbreviated assessments are completed at admission and that comprehensive clinical assessments or diagnostic assessments are completed within required timeframes.
- Organize and oversee daily program activities and operations to ensure programmatic standards related to client satisfaction, quality, performance, regulatory compliance, structured programming, and required clinical services are consistently maintained.
- Ensure services are trauma-informed, co-occurring capable, and person-centered in accordance with ASAM standards.
- Maintain or designate 24-hour, seven-day-a-week availability — in person, via telehealth, or telephonically — to provide emergency program oversight.
- Ensure compliance with ASAM Level 3.5 requirements, 10A NCAC 27G rules, and all applicable Medicaid, state, and federal regulations.
- Coordinate internal and external services — including medical, psychiatric, MAT, care management, housing, and community supports — to ensure continuity of care.
- Oversee discharge planning and coordination with lower or higher levels of care to support successful transitions.
Client Care & Direct Services
- Complete or oversee comprehensive clinical assessments, diagnostic assessments, and intake screenings — including ASAM assessments — and ensure appropriate level-of-care determinations consistent with best practice and regulatory standards.
- Oversee and support the admission process, person-centered plans (PCPs), continued stay reviews, and transition/discharge planning to ensure medical necessity and continuity of care.
- Provide direct clinical services, including individual and group interventions, as needed to support client care or operational continuity.
- Assist clients in identifying and overcoming barriers to recovery; support family involvement in treatment and recovery when clinically appropriate.
- Consult with nursing, medical, and interdisciplinary team members regarding client physical and mental health needs; ensure linkage and coordination of care for MAT, psychiatric, medical, and ancillary services as clinically indicated.
- Administer medications as needed per provider orders, in coordination with or in the absence of nursing staff (training required), and complete urine drug screenings (UDS) as required, within scope of training, licensure, and organizational policy.
- Ensure medication management processes align with clinical and regulatory standards.
Documentation, Compliance & Quality
- Ensure accurate, timely, and compliant documentation in the electronic health record; review and monitor clinical documentation for compliance with state, federal, and payer requirements.
- Complete, review, track, and follow up on incident reports in accordance with state and agency guidelines, ensuring corrective actions are implemented as needed.
- Participate in quality assurance, quality improvement, and peer review activities, including monitoring compliance indicators and ensuring timely resolution of out-of-compliance items.
- Develop, implement, and update clinical and operational procedures to align with organizational goals and regulatory changes.
- Communicate and implement organizational change initiatives and special projects; measure effectiveness and outcomes.
Crisis Response & Community
- Provide leadership and clinical guidance during emergency and crisis situations involving client or staff safety, ensuring appropriate response, documentation, and follow-up.
