About the Role

We are seeking a dedicated and highly qualified Licensed Clinical Director to provide strategic and operational leadership for our clinical services in Oklahoma. This role carries direct responsibility for the quality, compliance, and effectiveness of all clinical programming and is central to ensuring our organization meets and exceeds the standards set by the Joint Commission, the Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS), and all applicable state and federal regulations.

The Licensed Clinical Director will serve as the clinical authority within the organization, guiding a team of licensed therapists and clinical staff toward excellence in client care, documentation integrity, and professional development.


Compensation & Position Details



Position Type: Full-Time, Exempt (Salaried)
Salary Range: $85,000 – $95,000 annually, commensurate with experience and licensure
Location: Oklahoma (on-site)
Reports To: Chief Clinical Officer



Key Responsibilities


Clinical Supervision & Staff Leadership


Provide direct clinical supervision to all licensed and pre-licensed therapists, counselors, and clinical staff across all programs
Conduct individual and group supervision sessions in accordance with ODMHSAS requirements and best practices
Maintain supervision logs and records required by Oklahoma licensing boards (LPC, LCSW, LMFT)
Evaluate clinical staff performance and provide ongoing mentorship and professional development guidance
Participate in hiring, onboarding, and credentialing of new clinical personnel


Documentation & Co-Authentication


Co-authenticate clinical documentation for pre-licensed staff as required by Oklahoma statutes and licensing board rules
Review and co-sign treatment plans, progress notes, psychosocial assessments, discharge summaries, and other clinical records within required timeframes
Ensure documentation accurately reflects the clinical services rendered and meets medical necessity criteria for payer sources
Monitor electronic health record (EHR) use across the clinical team to ensure proper completion and timely entries


Compliance, Quality Assurance & Regulatory Standards


Maintain thorough working knowledge of The Joint Commission (TJC) behavioral health standards and lead all clinical readiness activities for accreditation surveys
Ensure organizational compliance with ODMHSAS licensing standards (OAC 450) for mental health and/or substance abuse treatment facilities
Oversee adherence to HIPAA privacy and security rules as they relate to clinical records and client confidentiality
Conduct regular internal audits of clinical records and processes; develop and implement corrective action plans (CAPs) as needed
Ensure compliance with 42 CFR Part 2 regulations for programs serving clients with substance use disorders
Maintain compliance with Medicaid/SoonerCare documentation and billing standards in coordination with billing staff


Ongoing Monitoring & Program Oversight


Implement and manage a continuous quality improvement (CQI) program across all clinical services
Track and report clinical performance metrics including client outcomes, treatment adherence, and documentation timeliness
Monitor risk management activities including incident reporting, client grievances, and mandated reporting obligations
Chair or actively participate in clinical team meetings, case consultations, and quality assurance committees
Stay current with changes to state and federal behavioral health regulations and proactively update policies and procedures


Policy Development & Organizational Leadership


Develop, review, and update clinical policies and procedures to reflect current evidence-based practices and regulatory requirements
Collaborate with executive leadership on strategic planning, program development, and clinical program expansion
Serve as the clinical liaison for external stakeholders including referral sources, state agencies, and accreditation bodies
May carry a limited direct client caseload at the discretion of executive leadership



Minimum Qualifications



Active, unrestricted Oklahoma licensure as a Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Psychologist (LP), or equivalent behavioral health license
Minimum of five (5) years of post-licensure clinical experience in a behavioral health or substance use treatment setting
Minimum of two (2) years of supervisory or clinical management experience
Demonstrated knowledge of Joint Commission behavioral health standards and accreditation survey processes
Thorough understanding of ODMHSAS licensing regulations (OAC Title 450) for community mental health centers and SUD treatment providers
Proficiency with electronic health records (EHR) systems and clinical documentation requirements



Preferred Qualifications



Approved clinical supervisor status with an Oklahoma licensing board
Experience leading a Joint Commission accreditation or re-accreditation process
Familiarity with Oklahoma SoonerCare (Medicaid) managed care requirements and behavioral health billing
Knowledge of evidence-based modalities such as CBT, DBT, Motivational Interviewing, and Trauma-Informed Care
Experience with CARF or other behavioral health accreditation bodies



Oklahoma Regulatory Context


The Licensed Clinical Director is expected to maintain active working knowledge of the following regulatory frameworks:


Oklahoma Administrative Code (OAC) Title 450 – Oklahoma Department of Mental Health and Substance Abuse Services rules governing facility licensing, clinical staff qualifications, and service delivery standards
Joint Commission Behavioral Health Care and Human Services (BHCHS) standards
Oklahoma State Board of Licensed Professional Counselors (OBLPCT), Oklahoma State Board of Licensed Social Workers (OSBLSW), and Oklahoma State Board of Behavioral Health Licensure (OSBBHL) requirements for supervised practice and co-authentication
42 CFR Part 2 – Confidentiality of Substance Use Disorder Patient Records
45 CFR Parts 160 & 164 – HIPAA Privacy and Security Rules
Oklahoma Mandatory Reporter statutes (10A O.S. § 1-2-101 et seq.) and Duty to Warn provisions
SoonerCare (Oklahoma Medicaid) behavioral health coverage, documentation, and prior authorization requirements
