Child Welfare - Quality Assurance Reviewer

The Child Welfare Quality Assurance Reviewer ensures the delivery of high‑quality child welfare services by coordinating, monitoring, and reporting on comprehensive qualitative and quantitative reviews. This position plays a critical role in supporting compliance with Federal and North Carolina child welfare policies and standards, including CPS Intake, CPS Assessments, In‑Home Services, Foster Care, Adoptions, ICPC, and LINKS. The Reviewer provides consultation, coaching, and technical assistance to strengthen practice, improve outcomes, and uphold the highest level of service to children, youth, and families.
In this role, the Reviewer:
- Conducts detailed qualitative reviews of screened‑out reports, assessments, in‑home cases, foster care cases, and licensing processes using both random and stratified sampling methods
- Collaborates closely with caseworkers and supervisors to validate data, identify strengths and needs, and support learning identified through the CQI process
- Maintains comprehensive knowledge of current law, policy, and Program Development Plan (PDP) expectations, using these to guide efforts toward achieving PDP benchmarks and advocating for resources necessary to exceed performance goals
- Provides practice‑enhancing recommendations, gathers feedback, and maintains ongoing communication with staff to improve review quality and promote consistency in practice
- Monitors and reports on progress related to PDP goals and supports continuous improvement through accurate data management, constructive coaching, and cross‑department collaboration
The role also includes active participation in State‑led webinars, trainings, committee work, and Child and Family Services Reviews (CFSR) using the Onsite Review Instrument (OSRI). The Reviewer contributes to the implementation of new policies, practices, and systems and completes additional qualitative analyses as requested.

The Basics (Required Education and Experience)
- Bachelor's degree
- Three years of job-related experience
- Equivalent education and experience are accepted

Beyond the Basics (Preferred Education and Experience)
- Four years of Social work or counseling experience
- One year of experience conducting qualitative reviews within a Child Welfare Agency utilizing the State Program Monitoring tool and/or the Federal OSRI tool
- One year of development and evaluation of valid and reliable qualitative research
