We're seeking a senior, field-based leader to serve as our primary external representative to Arizona's justice system-building partnerships and expanding reentry and TIP-aligned services across ADCRR facilities, probation and parole, and courts statewide. This role drives outreach, relationship management, and strategic development to strengthen referral pathways, align workflows, and improve outcomes for justice-involved individuals.

What You'll Do

  • Serve as the primary external representative for reentry and TIP-aligned services with ADCRR facilities, community corrections, and Judicial Branch partners (Maricopa County and statewide).
  • Conduct regular on-site outreach at prisons, reentry units, parole/probation offices, and court-based programs to educate stakeholders on services and referral processes.
  • Deliver presentations and briefings to wardens, correctional leadership, parole/probation leadership, judges/commissioners, court administrators, and specialty/problem-solving courts.
  • Build and maintain trust-based relationships with key decision makers; establish regular check-ins and joint planning meetings.
  • Lead development and execution of a statewide justice-system growth strategy; identify priority sites and map referral streams to increase engagement.
  • Support MOUs/interagency agreements and data-sharing arrangements in partnership with internal leadership and legal/operations teams (as applicable).
  • Collaborate with data/operations teams to define and monitor partnership KPIs; translate performance insights into operational improvements.
  • Track outreach activity and partnership milestones in the CRM (or equivalent) and provide regular progress reports to leadership.
  • Act as an internal subject-matter lead on justice-system culture and workflows; coach and align internal teams to partner needs.

Required Qualifications

  • Bachelor's degree in criminal justice, public administration, social work, behavioral health, business, or related field (or equivalent relevant experience).
  • Demonstrated experience working with ADCRR, probation, parole, courts, or other justice-system entities in Arizona.
  • Proven success in outreach, relationship/account management, or strategic partnership development in complex, multi-stakeholder environments.
  • Strong understanding of reentry challenges, behavioral health and SUD treatment, and social determinants of health for justice-involved populations.
  • Ability to interpret performance data and translate insights into clear strategic and operational recommendations.
  • Excellent communication, presentation, and negotiation skills across audiences from front-line staff to executive and judicial leadership.
  • Valid driver's license and ability to travel frequently throughout Arizona, including to correctional facilities and courts.

Preferred Qualifications

  • Existing relationships with ADCRR leadership, county probation departments, parole, and/or Arizona court administrators or judges.
  • Experience in business development, program growth, or network development within healthcare, behavioral health, or human services.
  • Familiarity with Medicaid (including TIP-related benefits), county funding streams, and justice-related grant/contract mechanisms.
  • Lived experience of justice involvement and/or recovery from SUD or mental health conditions.

Work Environment & Travel

  • Field-based role with regular time in prisons, reentry units, parole/probation offices, and courts, plus community and office-based meetings.
  • Occasional evening or early-morning meetings to align with justice-system schedules and stakeholder availability.
  • Frequent statewide travel within Arizona is required.
