The Groden Network is seeking a dynamic, experienced Chief Operating Officer to oversee and enhance our children's services and practices, provide strategic and operational oversight of educational, residential, outpatient, and community-based programs, ensure coordinated service delivery, safety, quality, clinical effectiveness, accessibility, and alignment with the Network's mission. Key Responsibilities:
- Oversee and coordinate the daily administration of school, residential, outpatient, and community-based programs.
- Participate in the development and execution of strategic planning initiatives.
- Ensure high standards of care, safety, clinical quality, accessibility, and developmental support for students, residents, and individuals served in community settings.
- Foster an inclusive, positive, trauma-informed, person-centered, and community-responsive work culture.
- Maintain strict adherence to applicable state, federal, local, contractual, accreditation, licensing, documentation, and payer requirements across school, residential, outpatient, and community-based services.
- Oversee health, safety, emergency response, clinical escalation, and field-safety protocols for facilities and community service locations.
- Ensure outpatient and community-based services meet authorization, medical-necessity, billing-support, documentation-timeliness, and service-plan requirements in collaboration with clinical and administrative leaders.
- Partner with CFO to develop and manage operational budgets for school, residential, and community-based programs.
- Monitor and manage expenditures, staffing productivity, service utilization, reimbursement trends, and contract performance to support fiscal sustainability and target alignment.
- Partner with finance and program leaders to address variances, optimize resources, and support responsible growth of outpatient and community-based capacity.
Minimum Qualifications:
- Master’s degree in Education, Special Education, Social Work, Non-Profit Management, or a related field (Bachelor's with equivalent experience accepted).
- Minimum of 7 to 10 years of progressive leadership experience in educational, residential, outpatient, community-based, behavioral health, or human-services nonprofit settings, including oversight of multi-program or multi-site operations.
- Strong executive management, budgeting, program development, quality improvement, and cross-departmental supervision abilities.
Preferred Qualifications:
- Demonstrated ability to oversee outpatient workflows, community-based service delivery, referral relationships, caseload management, access and utilization, interdisciplinary coordination, and outcome measurement.
- Ability to define problems, collect data, establish facts, draw valid conclusions, and respond effectively to inquiries or complaints from individuals, families, regulatory agencies, payers, and external partners.
