Certified Community Behavioral Health Clinic (CCBHC)  Project Director

Position Summary

The CCBHC Project Director provides strategic leadership, oversight, and operational direction for large-scale organizational initiatives, and system transformation efforts to achieve and maintain CCBHC status and implement Rural Health Transformation initiatives. Responsible for planning, implementation, performance monitoring, sustainability planning, and continuous quality improvement associated with Rural Health Transformation initiatives, including Certified Community Behavioral Health Clinic (CCBHC) certification.

Key areas of responsibility include supporting the planning, implementation, integration, and operationalization of the CCBHC model, including organizational readiness, regulatory compliance, operational alignment, workforce development, care coordination, and cross-sector collaboration. The Project Director works collaboratively with executive leadership, operational and clinical teams, community partners, and state and federal stakeholders to support organizational transformation efforts.

Specific Educational/Experience Requirements

Graduate degree required in healthcare administration, public health, social work, business administration, or a related field. Five years of progressive experience in the field.

Qualifications and Skills:

o   Master’s degree required in healthcare administration, public health, social work, business administration, or a related field.

o   Minimum of five (5) years of progressive leadership experience in behavioral health, healthcare administration, or integrated care required.

o   Demonstrated experience in project management, grant-funded initiatives, healthcare system transformation, or large-scale program implementation required.

o   Experience working with federal or state grants, community-based organizations, or behavioral health systems strongly preferred.

o   Knowledge of CCBHC certification requirements, rural health initiatives, or system-level behavioral health transformation required.

o   Strong communication both written and verbal, interpersonal, presentation skills required to effectively collaborate with executive leadership, external partners, and multidisciplinary team.

o   Strong relationship building skills, both internally and externally, are required.

o   Proven ability to manage complex projects, timelines, deliverables, and competing priorities in a fast-paced environment.

o   Ability to maintain composure and exercise sound judgment in routine, urgent and high-impact administrative and strategic situations.

o   Proficient computer skills with Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, Teams, and project management software such as Asana or Microsoft Project.

o   Ability to work independently with minimal supervision while also functioning effectively as part of a collaborative team.

Flexibility to adapt to evolving grant requirements, timelines, and organizational needs

Major Functional Areas and Description of Duties:

·       Serve as primary liaison to the Community Behavioral Health Association (CBHA) and other state and federal partners as assigned.

·       Assess statewide and organizational initiatives to determine SMHC’s level of involvement, infrastructure needs, and operational readiness.

·       Develop comprehensive project plans, timelines, deliverables, and budgets, accountability structures such as budgets, data, and reporting metrics.

·       Collaborate with senior leadership and program managers to ensure alignment of strategic initiatives with SMHC’s mission, operational capacity, and long-term sustainability goals.

·       Lead, execute, and evaluate all CCBHC Implementation activities including adherence to any relevant criteria or funding requirements.

·       Oversee Rural Health Transformation Subrecipient contract including goals, budget, data collection, timelines, and deliverables to ensure SMHC is meeting all requirements.

·       Oversee the development and execution of a comprehensive Community Needs Assessment.

·       Collaborate with Quality, Clinical, and Finance teams to embed project outcomes into the organization’s Quality Improvement (QI) framework.

·       Monitor clinical, operational, financial, and access-related indicators to ensure measurable impact and continuous improvement.

·       Prepare outcome reports for executive leadership, Advisory Boards, and governing bodies reflecting measurable results and system-level impact.

·       Lead the development and facilitation of a CCBHC Advisory Board inclusive of primary and secondary consumers and community stakeholders.

·       Coordinate meetings with community partners, referral sources, and statewide behavioral health stakeholders to educate and train on the CCBHC Model.

·       Chair internal CCBHC planning and implementation meetings.
