Summary

The South Bay Workforce Investment Board, Inc. (SBWIB, Inc.) is seeking a highly motivated individual to support in-school and out-of-school youth and young adults ages 14-24 with career exploration and guidance, vocational training, work experience, and post-secondary opportunities in order to meet the needs of each individual. The ideal candidate is passionate about workforce development and the populations we serve; is organized, detail-oriented, comfortable working with teams and individuals from diverse disciplines and ethnicities; has great communication, time-management, and organizational skills; and can work well under stress while efficiently juggling various tasks. Overall, this person is reliable and contributes to the successful achievement of departmental and organizational goals.


Essential Duties and Responsibilities

Working under the supervision of the Youth Programs Manager or designee, the Career Services Coordinator – Case Manager is responsible for providing comprehensive case management services to youth participants. Essential duties include, but are not limited to, the following:


  • Conduct WIOA eligibility determinations to enroll a targeted number of youth participants within an assigned South Bay Service Area.
  • Provide comprehensive case management services, including participant assessment, development and implementation of an Individual Service Strategy (ISS), goal setting, service coordination, monitoring participant progress, and follow-up to support successful program outcomes.
  • Assist participants with career exploration, employment preparation, job search activities, vocational training opportunities, post-secondary planning, work experience placements, supportive services, and referrals to community resources, as appropriate.
  • Promote successful program completion by identifying and addressing barriers to participation, maintaining participant engagement, and implementing appropriate interventions when needed.
  • Provide direct services to program participants and assist in coordinating employment-related projects, hiring events, job fairs, workshops, orientations, outreach activities, and other employment-related events in collaboration with Employment Services team members and other departments.
  • Teach or assist in providing work readiness, employment-related, and financial literacy classes, workshops, and presentations.
  • Contribute to the achievement of monthly, quarterly, and annual employment, enrollment, and internship performance goals.
  • Track participant activities, services, progress, and outcomes using client management and tracking systems while documenting participant contacts, case notes, and program activities in a timely, accurate, and complete manner.
  • Ensure participant files remain complete, current, and audit-ready by obtaining, maintaining, and organizing all required documentation, participant signatures, and supporting records throughout program participation.
  • Complete and submit required reports, program documentation, and data entry in a timely manner and in compliance with agency policies, funding requirements, and established procedures.
  • Maintain a working knowledge of assigned program contracts, funding requirements, performance objectives, and documentation standards to ensure compliance with contractual obligations and effective program delivery.
  • Remain knowledgeable of applicable California child labor laws, WIOA, and other program requirements to help ensure participant work experience placements comply with established guidelines and applicable requirements.
  • Remain informed of career development best practices, labor market trends, and workforce resources to support effective participant services and program delivery.
  • Perform other duties of a similar nature or level as required.

Requirements

Minimum Qualifications

  • Graduation bachelor's degree from an accredited college or university in Social Sciences, Human Services, Business Administration, Public Administration, Psychology, Counseling, or a closely related field.* 
  • Minimum of two (2) years of professional experience in the delivery of workforce development, employment and training, youth services, social services, or similar programs involving case management responsibilities.* 
  • Experience providing direct participant services, conducting assessments, coordinating services, maintaining case documentation, and supporting participants in achieving employment, educational, or career-related goals preferred. 
  • Experience working with grant-funded programs, WIOA, program documentation, reporting requirements, or workforce development/client management systems preferred. 
  • Ability to interpret and apply assigned program requirements, funding guidelines, agency policies, and applicable regulations in the performance of assigned duties. 
  • Valid California Driver's License, reliable transportation, and current vehicle insurance required. 
  • Successful completion of background and reference checks required. 
  • Ability to comply with safety protocols and requirements associated with the working conditions and duties of the position, as outlined below.

  • Proficiency in Microsoft Office Suite, including Outlook, Word, Excel, PowerPoint, Teams, and other business software and virtual meeting platforms.

Role Expectations

  • This role requires a consistent and engaged on-site presence to support assigned youth-related functions through participant interaction, real-time collaboration and problem-solving with the team, timely coordination of program activities and operations, and maintenance of the agency's official participant filing system to ensure audit-ready records.

Working Conditions

  • Must be able to manage multiple priorities, work effectively under pressure, and meet established deadlines.
  • Requires periods of walking, standing, driving, and sitting for extended periods, with occasional bending, reaching, and lifting in connection with filing, participant services, and program coordination activities.
  • Limited local travel may occasionally be required to attend youth-related events, job fairs, meetings, training, or other program activities.
  • Occasional evening and weekend work may be required to support program activities, outreach events, meetings, or other business needs.

Salary & Benefits

This is a full-time, nonexempt position (40 hours/week), with a starting wage commensurate with experience. Our Company offers a comprehensive employee benefits package, which includes 75% health cost reimbursement (for employee only), sick and vacation time, holidays and a competitive 401k plan.
