SPOKANE COUNTY JUVENILE COURT

Job Summary:

The position allocated to this class is responsible for working with youth and families needing brief intervention and referral services for behavioral health and community resources. Incumbents screen, assess, facilitate and perform case management and care coordination services with state and community partners. Duties are performed with considerable independence in both the office and field and is evaluated on the attainment of the program goals and objectives.

Juvenile Court Services provides re-entry and diversion services to youth as part of Washington State Health Care Authority (HCA)’s Reentry Initiative. These services focus on ensuring system-involved youth have access to essential health care resources and coordinated supports that promote stability and successful reentry into their communities. Work will be primarily performed within a 24-hour maximum security juvenile detention facility.

Job Description:

WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in a position covered by the 1553 Collective Bargaining Agreement (CBA) submitting applications between 7/30/26 and 8/5/26. First consideration will be given to applicants working in DEPARTMENT in a position covered by the 1553 CBA; second consideration given to County-wide applicants in a position covered by the 1553 CBA; third consideration given to all other applicants, including the public.

ESSENTIAL JOB FUNCTIONS

Within the Juvenile Court Services Department (HCA Case Management)

  • Provides knowledge of Reentry Initiative and community resources to youth and their families to ensure informed consent before enrollment into the program 
  • Organizes and/or participates in care coordination meetings, or warm handoffs, between Juvenile Detention, Managed Care Organizations (MCOs), and other community resources as necessary.  
  • Provides support, skill building, and other engagement strategies to youth in detention to prepare them for release 
  • Provides referrals and coordinates with community providers to ensure youth needs may be met upon release from detention  
  • Maintains knowledge of youth behavioral health services and cross-system resources available to youth releasing from detention  
  • Works collaboratively with other community resources to facilitate network building for future service delivery 
  • Participates in data tracking and collaboration with other team members 
  • Performs other duties as assigned  

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Bachelor’s degree from an accredited college or university in social work, human services, counseling, or other behavioral science, and 
  • One (1) year of direct experience in the mental health or behavioral health system, preferably in a public mental health system OR
  • An equivalent combination of related education and/or experience (five years) that provides the requisite knowledge, skills and abilities. 
  • Possession of a valid driver’s license at time of hire and for the duration of employment, and the ability to provide suitable transportation which is approved by the County.
  • Successful completion of a criminal background check. 
  • NOTE:  services are provided primarily in the community and vary in intensity, frequency, and duration to support the individual’s ability to access community-based services, manage functional difficulties, or otherwise realize goals for program success.

Certification and background Requirements:

  • Juvenile Court Services Department:  Requires current (or ability to obtain) certification as a Community Health Worker, Certified Peer Counselor, Agency Affiliated Counselor, or other relevant certification.
    •  Extensive  background investigation.  Failure to meet the established criteria at any stage of the investigation will result in removal from further consideration.  Upon completion of the investigation, candidate suitability is reviewed by the hiring manager reference checks; polygraph test; criminal and driving records.  Failure of any portion of the background investigation will be "cause" for removal from consideration.  Upon completion of the background investigation, each candidate's suitability is reviewed by Juvenile Court Administrator.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of utilization management of public mental health.
  • Knowledge of Federal regulations and State laws applicable to public behavioral health. 
  • Knowledge of public and private mental health and substance use providers and community resources and programs available to clients with identified needs.
  • Knowledge of computer applications related to the work including proficiency in Microsoft Office.
  • Knowledge of record keeping principles and practices; correct business English, including spelling, grammar and punctuation.
  • Knowledge of techniques for dealing with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone.
  • Demonstrate skill in accurate recordkeeping practices and ability to document services in a timely manner. 
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Skilled in establishing and maintaining effective working relationships with those contacted in the course of the work.
  • Ability to work cooperatively with those contacted in the course of the work. 
  • Ability to efficiently refer to and effectively utilize county funded community resources for the least restrictive level of care.
  • Ability to analyze, interpret, apply and explain utilization data
  • Ability to prepare clear and concise reports, correspondence and other written materials.
  • Ability to use initiative and independent judgment within established procedural guidelines; self-motivate, organize own work, set priorities and meet critical deadlines.
  • Ability to perform all related duties with accuracy and efficiency.

WORKING CONDITIONS  

  • The work environment is primarily inside, where the noise and temperature levels are moderate.
  • Work may  also  require occasional travel within the County, exposing the employee to weather extremes, various forms of precipitation and the hazards associated with travel on public roads.
