SUMMARY

The Administrative Hearings Manager represents Rocky Mountain Human Services (RMHS) in proceedings before the Office of Administrative Courts (OAC) and manages the appeal process from preparation through resolution.  This position is not eligible for the 4/10 schedule. These objectives are achieved by completing the following:

 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:


Represent Rocky Mountain Human Services (RMHS) at Office of Administrative Courts (OAC) hearings and related proceedings. 
Coordinate and manage all aspects of the administrative appeal process from initiation through resolution. 
Review case records, assessments, service plans, and other pertinent documentation to develop a thorough understanding of each appeal. 
Prepare, compile, review, and submit appeal packets and required supporting documentation within established timelines. 
Represents RMHS at hearings and ensures accurate processing of appeal-related payments.  
Reviews case information, develops RMHS's position, and serves as the primary liaison among RMHS, the OAC, and internal stakeholders to ensure compliance and timely resolution.
Ensure compliance with applicable state, federal, and organizational requirements related to hearings and appeals. 
Collaborate with Case Management Agency (CMA) teams to gather information, clarify case details, and prepare for hearings. 
Partner with CMA leadership to evaluate appeals, develop hearing strategies, and address complex or high-profile cases. 
Present evidence, testimony, and supporting documentation during administrative hearings on behalf of RMHS. 
Serve as the primary liaison between RMHS, the Office of Administrative Courts, participants, legal representatives, and other external stakeholders throughout the appeal process. 
Provide direct supervision to the Case Manager Liaison. 
In conjunction with the Case Manager Liaison, track hearing schedules, deadlines, decisions, and outcomes to ensure timely follow-up and resolution. 
Maintain accurate and complete records of hearing activities, appeal outcomes, and related correspondence. 
Monitor and facilitate payment processes associated with appeal and hearing activities, ensuring accuracy and timeliness. 
Identify trends, recurring issues, and opportunities for process improvement within the appeals and hearing's function. 
Provide guidance and training to CMA staff regarding hearing processes, documentation requirements, and appeal procedures. 
Prepare reports and communicate appeal outcomes, risks, and trends to leadership as needed. 


 

OTHER DUTIES AND RESPONSIBILITIES include the following:


Participate in department, agency, and cross-functional initiatives that support organizational goals.
Support continuous improvement efforts related to hearings, appeals, compliance, and documentation practices.
Assist leadership in evaluating operational effectiveness and identifying opportunities for enhanced service delivery.
Provides coaching, mentoring, performance management, and professional development support.
Establishes clear expectations and promotes accountability for assigned staff.
Ensures adherence to agency policies, procedures, and regulatory requirements.
Supports a culture of engagement, collaboration, and continuous improvement.
Perform other duties as assigned.


 

SUPERVISORY RESPONSIBILITIES

This positions directly supervises up to two (2) professional positions.
Qualifications: QUALIFICATIONS


Strong understanding of case management principles, best practices, and applicable regulations. 
Experience in program development and evaluation. 
Proficiency in data analysis and reporting. 
Knowledge of community resources and services available to participants.
Demonstrated ability to analyze, interpret, and organize complex case information and supporting documentation. 
Excellent written, verbal, presentation, and interpersonal communication skills.
Strong organizational and project management skills with the ability to manage multiple priorities and deadlines. 
Ability to establish and maintain collaborative relationships with participants, families, attorneys, providers, leadership, and community stakeholders. 
Strong analytical and critical-thinking abilities.
Ability to interpret and apply applicable policies, regulations, and procedural requirements. 
Ability to exercise sound judgment and maintain confidentiality when handling sensitive information. 
Working knowledge of Medicaid, long-term services and supports programs, administrative hearings, and Case Management Agency requirements.
Proficiency with Microsoft Office applications and case management systems. 
Ability to work independently while fostering collaboration across functional areas.

EDUCATION and/or EXPERIENCE

A bachelor's degree in social work, public health, human services, or a related field is required, along with at least five (5) years of experience working with individuals with intellectual and developmental disabilities (I/DD), developmental delays or disorders, physical disabilities, and/or behavioral health challenges.  A master's degree is preferred.  Leadership experience is highly valued.  Experience working with a remote team will be beneficial.

The noise level in the work environment is usually quiet.  This will change when traveling.  The office is currently a hybrid model where presence in the office will be expected based upon your supervisor needs and organization requirements. This working arrangement is subject to change resulting from organizational needs and the external environment.  The organization supports a remote first environment when possible.

Travel: Regular local travel throughout the RMHS service area may be required to support programs, staff, community partnerships, and organizational initiatives.  Travel by air and overnight travel may be required occasionally.
